DECEMBER 9, 2024 <br /> <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura <br />Osiadacz; and Commissioner Cory Wright. <br /> <br />Others: Shelise Smithgall, Administrative Assistant; Erin Moore, <br />Deputy Public Health Director; Chelsey Loeffers, Public Health <br />Director; Bryan Elliott, Auditor; Brian Carlson, Budget & Finance <br />Director; Kady Porterfield, Event Center Director; Kim Dawson, <br />Administrative Assistant; Nancy Shaff, Chief Administrative Deputy; <br />Ben Kokjer, Chief Deputy; Andrew Yoder, Finance Manager; Steve <br />Panattoni, Jail Superintendent; Zack DeHaven, Assistant Finance <br />Director; Joshua Fredrickson, Public Works Director; Katie Odiaga, <br />Accountant II; Reid Burbank, Finance Manager; Clay Meyers, Sheriff; <br />and Christopher Whitsett, Inspector <br /> <br />SPECIAL MEETING FINANCE CONSOLIDATION COMMISSIONERS <br /> <br />At 10:00 a.m. Chairman Wachsmith called the meeting to order to meet <br />with elected officials, department heads, and other department <br />representatives to discuss the consolidation of countywide budget <br />and finance functions. <br /> <br />PUBLIC COMMENT: NONE <br /> <br />As requested by the Board in a previous meeting, Mr. Elliott <br />developed & presented a proposed plan of agreement between the <br />Auditor’s office and the Board that outlines the role of a <br />consolidated Budget & Finance Department that would support access <br />and service level guarantees to all departments and elected offices. <br />Mr. Elliott went over a packet provided, outlining the scope and <br />process for this proposed change. <br /> <br />After summarizing the three phases of the proposed consolidation <br />process, Mr. Elliot opened the room to discussion to identify <br />concerns of the leadership and to discuss ways to mitigate those <br />concerns. <br /> <br />At the conclusion of the discussion, Chairman Wachsmith gave <br />direction from the Board to initiate Phase 1 of the consolidation <br />plan, which includes consolidation of finance people between <br />departments and cross-training with the Auditor’s office to align <br />processes and reduce redundancy between departments. <br /> <br />
