KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: December 3, 2024 <br />ACTION REQUESTED: Request to Approve & Sign an Amendment to Lease with <br />Chris Pratz for Lot H-37 within the Aeronautical Area of <br />Bowers Field. <br />BACKGROUND: On February 1, 2012, Chris Pratz entered <br />into a lease for County land located at Bowers <br />Field within the Aeronautical Area. Chris Pratz utilizes the <br />property for a private airplane hangar on approximately <br />0.15 acres of aeronautical area property. <br />INTERACTION: <br />Per RCW 36.34.180 the county is required to renegotiate <br />these long-term leases every 5 years. As of February 2022, <br />this lease was up for renegotiation and was not completed. <br />According to Paragraph #3 of the lease "Adjustment of <br />Rental" the County has the right to increase rental rates in <br />accordance with the CPI Index "All Cities -All Items Size <br />Class D Under 50,000". In 2018, this CPI Rate was <br />discontinued by the U.S. Bureau of Labor Statistics and <br />upon discussion with the Prosecuting Attorney's Office a <br />standard rate of eight percent (8%) was approved for rental <br />rate adjustments going forward for the Aeronautical Area. <br />The current lease amount is $0.122 per square foot for said <br />lot, increasing to $0.13 per square foot. <br />Public Works <br />RECOMMENDATION: Move to Approve Board signature on an Amendment to <br />Lease with Chris Pratz for Lot H-37 within the <br />Aeronautical Area of Bowers Field. <br />HANDLING: <br />ATTACHMENTS: <br />LEAD STAFF: <br />Return 1 original to Public Works <br />Lease Amendment; Original Lease <br />Josh Fredrickson <br />Public Works Director <br />
