OCTOBER 5, 2024 <br /> <br />Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura <br />Osiadacz, and Commissioner Cory Wright. <br /> <br />City of Cle Elum Council Members: John Glondo, Steven Cook, Ken <br />Ratliff, and Matthew Lundh. <br /> <br />City of Roslyn Council Members: Shannon O’Malley, Catherine Cook, <br />Janine Brodine, Jeff Adams, and Justin Davis. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Josh Fredrickson, Public Works Director; and 1 member <br />of the public. <br /> <br />SPECIAL MEETING COAL MINES TRAIL COMMISSIONERS <br /> <br />At 5:30 p.m. Chairman Wachsmith opened a Joint Special Meeting with <br />the Kittitas County Board of Commissioners, representatives from the <br />City of Cle Elum Council, and City of Roslyn Council, to discuss <br />amendments to the Coal Mines Trail Interlocal Agreement. <br /> <br />Vice-Chairman Osiadacz explained how the Coal Mines Trail Interlocal <br />Agreement needed to be amended as it’s outdated. She said she’s been <br />working with the City of Cle Elum Mayor, a representative from the <br />City of Roslyn, and the Chair of the Coal Mine Trail. Together <br />they’ve come up with a few recommendations for amendments to the <br />document. The amendments included changing the meeting dates, as <br />well as the financial piece. Commissioner Wright submitted a red- <br />line version of the document and reviewed his recommendations for <br />discussion. He said he’d like to add the development of a vision <br />plan with timelines; term limits and to increase the number of <br />members; and to have the responsibility of the vision plan be on the <br />Coal Mine Trail Commission. Vice-Chairman Osiadacz felt they should <br />hire a consultant to assist with drafting a vision plan, and that <br />funding should be provided for it. The suggested timeline for <br />completing the 10-year vision plan was no later than May of 2026. <br />The City of Cle Elum Mayor Matthew Lundh suggested adding language <br />to include the Open Public Meetings Act. <br /> <br />Commissioner Wright recommended annual funding for the costs of <br />reasonable maintenance and operation, in the amount of $12,000.00
