2024-09-24 MINUTES
KITTITAS COUNTY
HR STUDY SESSION MINUTES
BOCC CONFERENCE ROOM, 205 W 5TH AVE., ROOM 108, ELLENSBURG
Regular Meeting

TUESDAY 10:00 AM 9/24/2024

Board Members Present: Brett Wachsmith, Cory Wright
Others Present: Doug Fessler, Ben Kokjer, Christopher Horner, Jeanne Killgore

CALL TO ORDER
The meeting was called to order at 10:00 AM.
CITIZEN COMMENTS (1 MINUTE TIME LIMIT)
None.
DISCUSSION/DECISION – RESERVE DEPUTY COMPENSATION
Chief Deputy Kokjer presented a request from the Sheriff to increase the wage range of the Reserve Deputy
position. He summarized that Reserve Deputies are currently placed at step 1 of pay grade 7 on the non-union
wage matrix. Placing the Reserve Deputy position on pay grade 13 and expanding access to the full wage scale
rather than step 1 would have a budget impact of approximately $446. The Board provided direction to move
forward with placing the Reserve Deputy position on pay grade 13.
DISCUSSION/DECISION – CRIME VICTIM ADVOCATE/FORENSIC INTERVIEWER
COMPENSATION
HR Director Killgore presented a request from the Prosecutor to increase the wage ranges of the Crime Victim
Advocate and Forensic Interviewer positions. The Board reviewed data from the 2023 salary survey as well as
updated 2024 comparable data. The Board approved the request to increase the Forensic Interviewer position from
pay grade 16 to 18. The Board denied the request to increase the Crime Victim Advocate position from pay grade
13 to 17.
OTHER BUSINESS
The Board reviewed the telework policy and inquired if there is a process in place to evaluate what kind of
technology equipment a teleworking employee might need. IT Director Fessler responded that IT created an
evaluation process for the Auditor’s Office when some of their staff transitioned to a partial telework schedule. He
will have IT staff review the process and develop something that can be used County-wide.
CONCLUDED
KITTITAS COUNTY COMMISSIONERS
KITTITAS COUNTY, WASHINGTON

Jeanne Killgore, HR Director Brett Wachsmith, Chair
