SCS Engineers (SCS) has reviewed all submitted bid <br />documents for accuracy and conformity to the requirements listed in the Instruction to Bidders. <br />Bid Tabulations <br />Bids were received from two bidders: 1. Belsaas and Smith Construction, Inc., Ellensburg, WA, <br />2: Apollo, Inc., Kennewick, WA. Both bidders had attended the mandatory pre-bid meeting. <br />All requirements for submittal of bids were met and all bids were thus deemed responsive. <br />Following the bid opening, an independent summary and arithmetic check was performed on <br />all bids. All bids were arithmetically correct, with one minor exception on the bid from Belsaas <br />and Smith, which did not change the bid amount. <br />Belsaas and Smith is the apparent low bidder with an extended price of $16,734,939.80 (not <br />including State of Washington Sales Tax). Please see the attached sheets for a bid summary and <br />their proposed prices. <br />SCS’s Opinion of Probable Cost is $16,081,657.00. <br />Review of Bidder’s Qualifications and Proposal <br />Upon confirmation of Belsaas and Smith, Inc. as the apparent low bidder. SCS reviewed the <br />Bid Form and determined that all items were completed. Our review confirmed that Belsaas <br />and Smith, Inc. currently possess required State of Washington contractors’ licenses and <br />registrations. <br /> <br />
