KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS 2024 AGENDA STAFF REPORT AGENDA DATE: August 20, 2024 ACTION REQUESTED: Authorize the selection of Inter-Fluve, Inc. for the Lower Kittitas Reach Floodplain Reconnection Project and Authorize the Public Works Water Resource Manager to Negotiate and Sign the Professional Services Agreement BACKGROUND: The Kittitas County Flood Control Zone District has purchased over 400 acres of flood prone property located behind the failing Hansen Pits Levee. These lands were purchased for floodplain management purposes, including flood risk reduction, habitat restoration, and maintaining flood compatible agricultural and open space uses. The U.S. Bureau of Reclamation previously provided donated services to develop conceptual restoration designs. Additional design, engineering, hydraulic analysis, and permitting is required to advance the project to final design. On June 4th, 2024 the Board of County Commissioners approved a request for Qualifications / Proposals. Proposals were due on July 8th, 2024. Three (3) qualified firms submitted their qualifications for review. A review team of Kittitas County Public Works, U.S. Bureau of Reclamation, and Mid -Columbia Fisheries Enhancement Group staff reviewed the submittals and recommends Interfluve, Inc. be selected for the Lower Kittitas Reach Floodplain Reconnection Project. This project is identified in the Flood Control Zone District 6-year work program and 2024 annual budget. Funding has been secured from the Salmon Recovery Funding Board and Yakima Basin Integrated Plan. INTERACTION: Public Works. RECOMMENDATION: Authorize the selection of Inter-Fluve, Inc. for the Lower Kittitas Reach Floodplain Reconnection Project and Authorizing the Public Works Water Resource Manager to Negotiate and Sign the Professional Services Agreement.
