JULY 2, 2024 <br /> <br />Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura <br />Osiadacz and Commissioner Cory Wright. <br /> <br />Others: Shelise Smithgall, BOCC Admin. Assistant; Josh Fredrickson, <br />Director Public Works; Stephanie Hartung, Chief Civil Deputy <br />Prosecutor; and 2 members of the public. <br /> <br />PUBLIC HEARING IRRIGATION FRANCHISE-WEDIN PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />an Irrigation Franchise with Lathan and Lacey Wedin along South <br />Lookout Mountain Drive, Ellensburg, WA. <br /> <br />JOSH FREDRICKSON, PUBLIC WORKS DIRECTOR, reviewed a Staff Report <br />stating that Kittitas County Public Works received a Franchise <br />Application for private irrigation facilities to be placed within <br />the County rights-of-way. The Franchise application is requesting to <br />provide for the placement of a pipe under South Lookout Mountain <br />Drive to serve irrigation water to Parcel No. 682133. Upon approval <br />of the irrigation franchise, a right of way permit will be required <br />to conduct the proposed work. The Franchise Application is <br />complete, and the appropriate application fee has been collected. <br /> <br />THERE BEING NO ONE IN ATTENDANCE REQESTING TO TESTIFY, THE PUBLIC <br />PORTION OF THE HEARING WAS CLOSED. <br /> <br />AGREEMENT IRRIGATION FRANCHISE-WEDIN PUBLIC WORKS <br /> <br />VICE-CHAIRMAN OSIADACZ moved to approve an Irrigation Franchise <br />between Kittitas County and Lathan and Lacey Wedin along South <br />Lookout Mountain Drive. CHAIRMAN WRIGHT seconded. Motion carried 3- <br />0. <br /> <br />PUBLIC HEARING EQUIPMENT SURPLUS PUBLIC WORKS <br /> <br />At approximately 2:02 p.m. CHAIRMAN WACHSMITH opened a Public <br />Hearing to consider equipment surplus to Kittitas County’s needs and <br />authorize disposal of same in accordance with RCW 36.34.080. <br /> <br />JOSH FREDRICKSON, PUBLIC WORKS DIRECTOR, reviewed a Staff Report in <br />which the following equipment was stated to be surplus to the <br />county’s needs: E.R. & R. #196 2015 Ford 1T Crew Cab Flatbed VIN <br />#1FD0W4HY9FEA28516.
