AltlkKITTITAS COUNTY <br />10 Health <br />Network <br />MEMORANDUM OF UNDERSTANDING <br />PURPOSE & SCOPE <br />This Memorandum of Understanding sets out the terms by which organizations (Members) participating <br />in the Kittitas County Health Network (the Network) commit to furthering the mission and vision of <br />KCHN through contributions at the Board of Director, Leadership Council, and/or Work Group levels. <br />The mission of the Kittitas County Health Network is to improve population health through cross -sector <br />collaboration and systems integration. The vision is that all people in Kittitas County thrive when <br />supported in achieving personal health and wellbeing. The role of each Network Member is to provide <br />expertise and information, actively participate and build the Network collaboration, and implement <br />programs and services for community health improvement. Members contribute to the Network's <br />goals; and provide strategic guidance, vision, leadership, and oversight. The Network will use "cascading <br />levels of collaboration" to create a high degree of transparency among all organizations and levels. <br />Community members, agency partners, work groups, the backbone organization of the Network, the <br />Leadership Council, and the Board of Directors will engage in bidirectional action planning, governance, <br />vision, and strategy (i.e., information will flow both from the top down and from the bottom up.) <br />GOVERNING STRUCTURE <br />The Network's backbone staff role is to convene the Network, provide administrative and logistical <br />support, provide input and information on group topics and agenda items, and facilitate collaborations <br />and connections between participants. <br />Network Members will participate in at least one of the following levels: <br />• The Board of Directors is comprised of cross -sector agency leadership representatives, provides <br />high-level strategic direction for the Network, and champions its work in collaboration with the <br />Leadership Council. The Board's role is to provide financial oversight, policy governance, and <br />sustainability. They define and apply Articles of Incorporation and By -Laws, review and approve <br />policies, select and evaluate the Executive Director, and approve all contracts and agreements. <br />They commit to consistently seeking sustainability and viability of the organization and support <br />implementation of the Strategic Plan (Appendix A) and the Community Health Improvement <br />Plan (summary in Appendix B). <br />• The Leadership Council is comprised of cross -sector agency representatives and community <br />members who are highly engaged in leading community health improvement activities. The role <br />of the Leadership Council within the Network is to foster collaborations and connections across <br />sectors; identify and seek to understand the needs of all communities; and make plans to <br />address those needs and provide direction for Network activities. The Leadership Council works <br />in collaboration with the Board of Directors and work groups to provide strategic direction for <br />the Network, oversee implementation of the Community Health Improvement Plan, and <br />represent the community in achieving the Network's mission. They identify and recruit a broad <br />base of community members across different sectors. They develop support and buy in from <br />diverse community sectors, support implementation of community engagement and <br />communications plans, assess sustainability and viability, lead vision and strategy development, <br />share information, and participate on work groups. <br />www.healthierkittitas,org <br />
