2024-04-23 MINUTES <br />KITTITAS COUNTY <br />HR STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 W 5TH AVE., ROOM 108, ELLENSBURG <br />Regular Meeting <br /> <br />TUESDAY 10:00 AM 4/23/2024 <br /> <br />Board Members Present: Brett Wachsmith, Laura Osiadacz, Cory Wright <br />Others Present: Clay Myers, Amy Cziske, Mike Hougardy, Josh Fredrickson, Christopher Horner, Jeanne <br />Killgore, three members of the public <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />CITIZEN COMMENTS (1 MINUTE TIME LIMIT) <br />None. <br />REQUEST TO APPROVE RESOLUTION IN THE MATTER OF ESTABLISHING PERSONNEL <br />POLICY 3.5 - TELEWORK <br />HR Director Killgore presented a resolution to create a telework policy at the County. She explained that the <br />policy has been through legal, Policy Committee, and Management Team review. Commissioner Wright moved to <br />approve Resolution 2024-073 to establish a telework policy. Commissioner Osiadacz seconded the motion. <br />Motion was passed; 3:0. <br />REQUEST TO APPROVE MOU BETWEEN KITTITAS COUNTY AND LOCAL 792 (ROAD) TO <br />CORRECT WAGE SCALES FOR CERTAIN POSITIONS <br />Director Killgore presented an MOU to correct wage scales for certain positions within the Road union, noting <br />that this matter had been previously discussed at a prior HR study session. Commissioner Wright moved to <br />approve the MOU between Kittitas County and Local 792 (Road) to correct wages for cert ain positions in the <br />bargaining unit. Commissioner Osiadacz seconded the motion. Motion was passed; 3:0. <br />DISCUSSION/DECISION – SETTING SALARIES FOR ELECTED OFFICIALS (EXCLUDING <br />JUDGES) <br />The Board reviewed the recommended salary adjustments for Elected Officials that was developed by the <br />Citizens’ Advisory Committee on Salaries for Elected Officials. The committee members present at the HR Study <br />Session discussed their reasons for the committee’s recommendations. The Board also discussed the wage for <br />Commissioner District 3, which was not set for the last two years of his term in error. They tabled the discussion <br />until a special meeting on Thursday morning. Director Killgore and Deputy Prosecutor Horner will bring back <br />several options for addressing Commissioner salaries to the Thursday meeting. <br />EXECUTIVE SESSION – RCW 42.30.110(G) <br />To evaluate the qualifications of an applicant for public employment or to review the performance of a public employee. <br />However, subject to RCW 42.30.140(4), discussion by a governing body of salaries, wages, and other conditions of
