Kittitas County <br />Public Health Department <br /> <br />BOH Staff Report <br /> <br />AGENDA DATE: <br />April 2nd, 2024 <br /> <br />ACTION REQUESTED: <br />The Board of County Commissioners approve the resolution to acknowledge and approve the <br />Kittitas County Public Health Simplified Indirect Cost Allocation Plan for the Year ended <br />December 31, 2022 effective January 1, 2024. <br /> <br />BACKGROUND: <br />Each year we are required to establish our Indirect Cost Allocation Plan and establish the rate <br />based upon allowed costs under 2 CFR Part 200, Uniform Administration Requirements, Cost <br />Principles and Audit Requirements for Federal Awards (Uniform Guidance). The plan for the <br />Health Department established a rate at 14.35% but to allow for the margin of error, the <br />established rate for approval is 14.50%. The previous rate was 21%. <br /> <br />The significant decrease in the indirect rate is due to the increase of outside funds that support <br />the work of the administrative staff, including COVID-19 federal funds, and Foundational Public <br />Health funds. <br /> <br />The Chart below shows the previous year’s calculations and the adopted rates: <br /> <br /> Year Calculated Rate Certified Rate <br />2016 for 2018 32.01% 29.50% <br />2017 for 2019 28.43% 28.25% <br />2018 for 2020 29.04% 28.25% <br />2019 for 2021 25.55% 25.25% <br />2020 for 2021 21.01% 21% <br />2021 for 2023 21.10% 21% <br /> <br />RECOMMENDATION: <br />The Board of County Commissioners approve the resolution to acknowledge and approve the <br />Kittitas County Public Health Simplified Indirect Cost Allocation Plan for the Year ended <br />December 31, 2022 effective January 1, 2024. <br /> <br />LEAD STAFF: <br />Katie Odiaga
