AMENDMENT TO AGREEMENT 2021-2022 CDBG-SR SUBRECIPIENT AGREEMENT BETWEEN KITTITAS <br />COUNTY AND FRIENDS IN SERVICE TO HUMANITY "FISH" <br />This Amendment is to the Subrecipient Agreement for the FISH - CDBG General Purpose Funding (signed <br />by the County on April 19, 2022) ("Agreement") is made between KITTITAS COUNTY (the "County") and <br />FISH. The County and FISH agree as follows: <br />Remove language on page 4 stating the local govermnent will retain $3,500.00 from the subrecipient's <br />final/closeout reimbursement to reflect fees for administrative services provided during the term of this <br />agreement. The County will bill FISH directly for this $3,500.00 outside of the grant award funds. <br />Add Build America Buy America language to Section 6 — Special Conditions <br />Build America, Buy America <br />The Grantee must comply with the requirements of the Build America. Bray America (RABA) Act, 41 USC <br />8301 note, and all applicable rules and notices, as may be amended, d applicable to the Grantee's <br />infrastructure project Pursuant to HUD's Notice, "Public Interest Phased Implementation Waiver far FY <br />2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal <br />Financial Assistance" (88 FR 17001), any funds obligated by HUD on or after the applicable listed <br />effective dates, are subject to BABA requirements, unless excepted by a waiver. <br />Replace Section 7 with updated acknowledgement of Federal Funds <br />Acknowledgement of Federal Funding <br />Federal Award (Date, August 8, 2023 <br />Federal Award Identification Number (FAIN): B-23-OC-53-0001 <br />Total amount of the federal award: $12,834,399 <br />Awarding official: Carma Reed, HUD CPD Acting Director <br />Research & Development (R&D): Award will not be Used for R&D <br />The Grantee agrees that any publications (written. visual, or sound) but excluding press releases, <br />newsletters, and issue analyses, issued by the Grantee describing programs or projects funded in whole or <br />in part with federal funds under this Contract, shall contain the following statements: <br />"This project was supported by Grant No, B-23-DC-53-0001 awarded by the U.S. Department <br />of Housing and Urban Development (HUD). Points of view in this document are those of the <br />author and do not necessarily represent the official position or policies of HUD. Grant funds <br />are administered by the Community Development Block Grant Program, Washington State <br />Department of Commerce_" <br />All other terms and conditions of this agreement remain in full force and effect. <br />Page 1 of 2 <br />
