01/16/2024 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. JANUARY 16, 2024 <br /> <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman Laura <br />Osiadacz; and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Mark Cook, Public Works/CDS Director; Arden Thomas, <br />Water Resource Manager; and 2 members of the public. <br /> <br />PUBLIC HEARING FEE SCHEDULE PUBLIC WORKS <br /> <br />At 2:01 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />updating the Public Works Fee Schedule to include the addition of a <br />Water Budget Neutral Review Fee. <br /> <br />ARDEN THOMAS, WATER RESOURCES MANAGER, provided a Staff Report and <br />said the Board previously directed Staff to explore providing Water <br />Budget Neutral review outside the Upper Kittitas County Rule Area. <br />She said on November 6, 2023, the Public Works Staff presented the <br />proposal to the Yakima Basin Water Transfer Working Group to provide <br />the review and report WBN’s issued through the existing Kittitas <br />County reporting process with the Department of Ecology and Water <br />Transfer Work Group. The Public Works Department recommended setting <br />a fee of $120.00. She explained that conservatively, the standard <br />package would be reviewed within 2 weeks, but if it were a more <br />complicated one, the timeline for review would be approximately a <br />month or so. <br /> <br />THERE WAS NO ONE REQUESTING TO TESTIFY AND THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />RESOLUTION 2024-007 FEE SCHEDULE PUBLIC WORKS <br /> <br />VICE-CHAIRMAN OSIADACZ moved to approve Resolution No. 2024-007, <br />Amending the Kittitas County Public Works Department Fee Schedule to <br />Add Water Budget Neutral Determination Service and to Set a Fee for <br />the Service. COMMISSIONER WRIGHT seconded.
