COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AUDITORIUM
SPECIAL MEETING
TUESDAY 2:00 P.M. DECEMBER 5, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office
Administrator; Brian Carlson, Budget & Finance Director; Mark Cook,
Public Works/CDS Director; Amy Cziske, Treasurer; Bryan Elliott,
Auditor; Mike Hougardy, Assessor; and 3 members of the public.
PUBLIC HEARING LEVY RATES AUDITOR
At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider
possible tax increases for the tax levy rates and amount for the
taxes levied in 2023 to be collected in 2024 for the General Fund,
County Road Fund, and the Flood Control District.
BRIAN CARLSON, BUDGET & FINANCE DIRECTOR, reviewed a Staff Report
regarding the annual statutory requirement to set and certify the
levy for real property. He said the Assessor calculates the mill
levies for the three funds budgeted by the Board of County
Commissioners and receiving property tax which included General
Fund, County Road Fund, and Flood Control District. He recommended
approving the six Resolutions, as presented.
THOSE PRESENT & REQUESTING TO TESTIFY: CHERYL CHANCE commented on
the issues surrounding Craigs Hill and requested the County look at
the Deeds and Survey’s that have been done since 1933, and how it’s
subsequently changed over the years. She hoped the County could come
together and collaborate with the American Legion. JEFF WHITMAN
stated most people don’t know where Reed Park is, as they know where
Craig’s Hill, but the problems needed to be addressed. He said there
was property donated to the County that should be looked at. ANGELA
LANG said she started the Craigs Hill movement. She would like to
have the County Engineer do some extensive work on surveying the
property. She requested the Board to have a Town Hall between the
City and County to answer questions. THERE BEING NO OTHERS
REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED.
RESOLUTION 2023-202 GENERAL FUND LEVY MUNICIPAL PURPOSES AUDITOR
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-202,
Certifying the General Fund Levy for Municipal Purposes of Kittitas
County, Washington for the Year 2024 According to the Assessed

Valuation as Determined in the Year 2023. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.
RESOLUTION 2023-203 LEVYING TAXES – GENERAL FUND AUDITOR
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-203,
For Levying Taxes for the General Fund for Municipal Purposes of
Kittitas County, Washington for the Year 2024 According to the
Assessed Valuation as Determined in the Year 2023. COMMISSIONER
OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2023-204 FLOOD CONTROL ZONE DISTRICT AUDITOR
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-204,
For Levying Taxes for the County Flood Control Zone District for
Municipal Purposes of Kittitas County, Washington for the Year 2024
According to the Assessed Valuation as Determined in the Year 2023.
COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2023-205 CERTIFY LEVY FLOOD CONTROL ZONE AUDITOR
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-205,
Certifying the Levy for the County Flood Control Zone District for
Municipal Purposes of Kittitas County, Washington for the Year 2024
According to the Assessed Valuation as Determined in the Year 2023.
COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2023-206 LEVY COUNTY ROAD FUND AUDITOR
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-206,
Certifying the Levy for the County Road Fund for Municipal Purposes
of Kittitas County, Washington for the Year 2024 According to the
Assessed Valuation as Determined in the Year 2023. COMMISSIONER
OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2023-207 LEVYING TAXES - COUNTY ROAD FUND AUDITOR
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-207,
Levying Taxes for the County Road Fund for Municipal Purposes of
Kittitas County, Washington for the Year 2024 According to the
Assessed Valuation as Determined in the Year 2023. COMMISSIONER
OSIADACZ seconded. Motion carried 3-0.
PUBLIC HEARING 2023 BUDGET AMENDMENTS AUDITOR
At 2:26 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider
Amendments to the 2023 Budget.
BRIAN CARLSON, BUDGET & FINANCE DIRECTOR, reviewed a Staff Report
and indicated said the Public Hearing was the second and final

amendments to the 2023 budget. He said their plans for the future
were to have three amendments annually, included in the presentation
of quarterly financial statements in May, August, and November 2024.
He recommended approving a Resolution as presented.
THERE BEING NO ONE IN ATTENDANCE REQUESTING TO TESTIFY, THE PUBLIC
PORTION OF THE HEARING WAS CLOSED.
RESOLUTION 2023-208 AMEND 2023 COUNTY BUDGET AUDITOR
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-208,
Amending the 2023 County Budget. COMMISSIONER OSIADACZ seconded.
Motion carried 3-0.
The meeting concluded at 2:32 p.m.
