12/05/2023 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. DECEMBER 5, 2023 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Brian Carlson, Budget & Finance Director; Mark Cook, <br />Public Works/CDS Director; Amy Cziske, Treasurer; Bryan Elliott, <br />Auditor; Mike Hougardy, Assessor; and 3 members of the public. <br /> <br />PUBLIC HEARING LEVY RATES AUDITOR <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider <br />possible tax increases for the tax levy rates and amount for the <br />taxes levied in 2023 to be collected in 2024 for the General Fund, <br />County Road Fund, and the Flood Control District. <br /> <br />BRIAN CARLSON, BUDGET & FINANCE DIRECTOR, reviewed a Staff Report <br />regarding the annual statutory requirement to set and certify the <br />levy for real property. He said the Assessor calculates the mill <br />levies for the three funds budgeted by the Board of County <br />Commissioners and receiving property tax which included General <br />Fund, County Road Fund, and Flood Control District. He recommended <br />approving the six Resolutions, as presented. <br /> <br />THOSE PRESENT & REQUESTING TO TESTIFY: CHERYL CHANCE commented on <br />the issues surrounding Craigs Hill and requested the County look at <br />the Deeds and Survey’s that have been done since 1933, and how it’s <br />subsequently changed over the years. She hoped the County could come <br />together and collaborate with the American Legion. JEFF WHITMAN <br />stated most people don’t know where Reed Park is, as they know where <br />Craig’s Hill, but the problems needed to be addressed. He said there <br />was property donated to the County that should be looked at. ANGELA <br />LANG said she started the Craigs Hill movement. She would like to <br />have the County Engineer do some extensive work on surveying the <br />property. She requested the Board to have a Town Hall between the <br />City and County to answer questions. THERE BEING NO OTHERS <br />REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> <br />RESOLUTION 2023-202 GENERAL FUND LEVY MUNICIPAL PURPOSES AUDITOR <br /> <br />VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-202, <br />Certifying the General Fund Levy for Municipal Purposes of Kittitas <br />County, Washington for the Year 2024 According to the Assessed
