KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: December 19, 2023 <br />ACTION REQUESTED: Request to Approve a Resolution to Authorize the Chair's <br />signature for Right -of -Way Procedures Staffing Update <br />WSDOT Form LPA-00lb <br />BACKGROUND: In 2013 Public Works adopted the Policy on Right -of -Way <br />Acquisition Procedures, Personnel Qualifications, Waiver <br />of Appraisal and Administrative Settlement Procedures <br />through Resolution 2013-129. In 2017 this policy was <br />updated through Resolution 2017-145. <br />Personnel within Public Works has changed since the <br />adoption of Resolution 2017-145. Washington State <br />Department of Transportation (WSDOT) requires an update <br />by the County to reflect current Public Works staff for <br />capital improvement projects associated with right-of-way. <br />WSDOT and the Federal Highway Administration require <br />the County perform the specific right-of-way functions of <br />Program Administration and Property Management. All <br />other functions such as appraisals, acquisitions, and <br />relocations will be consulted out by the Public Works <br />Department as needed. <br />This list of identified staff must be up to date and in place <br />for Public Works to deliver projects with Federal funding <br />such as the Liberty Road bridge replacement project, that <br />may have right-of-way impacts associated with them. <br />INTERACTION: Public Works <br />RECOMMENDATION: Approve the Resolution authorizing the Chair's signature <br />for right-of-way procedures staffing update WSDOT form <br />LPA-001 b <br />HANDLING: Return Two (2) copies to Public Works <br />ATTACHMENTS: Resolution, Right of Way Procedures Staffing Update <br />WSDOT form <br />LEAD STAFF: Josh Fredrickson, County Engineer <br />
