AGENDA STAFF REPORT
AGENDA DATE: December 19, 2023
ACTION REQUESTED: Request to approve the annual Resolution to Authorize Execution of
the Interlocal Agreement with Kittitas County EMS & Trauma Care
Council for Coordination of Emergency Medical Services and the
2024 Payment Agreement (attachment “C” to the Interlocal
Agreement). The term of this agreement will be from January 1, 2024,
through December 31, 2024.
BACKGROUND: Attachment “C”, Payment Agreement, is an original part of the
Interlocal Cooperation Agreement with the Kittitas County EMS &
Trauma Care Council (EMS Council) that was entered into December
26, 1995. The Attachment “C” is the only portion of the agreement
altered annually. An annual Resolution is also renewed. The Payment
Agreement reflects the Proposed 2024 Budget Plan recommended by
the EMS Council on June 8, 2023, for the operation of the Kittitas
County EMS Division and sent out to all participating jurisdictions in
July. The Proposed 2024 Budget Plan was presented at the November
15, 2023, KCCOG meeting by the EMS Coordinator, as required per
Interlocal Cooperation Agreement. The 2024 Budget Plan was
recommended by KCCOG as presented. The OFM 04/01/23
population forecast was used for budget distribution between the
participating jurisdictions. The budget plan reflects an 11% budget
increase for 2024 jurisdiction contribution.
INTERACTION: The Prosecutors Office has been requested to review the annual
Resolution and Payment Agreement. The only change to the Payment
Agreement annually is to the budget amount to be paid by each
participating jurisdiction. Reviewed and approved # 10286.
RECOMMENDATION: Approve the Payment Agreement and Resolution with the Kittitas
County EMS & Trauma Care Council for the term January 1, 2024,
through December 31, 2024, effective January 1, 2024.
