KITTITAS COUNTY <br />Board of County Commissioners <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: December 5, 2023 <br /> <br />ACTION REQUESTED: Request to Approve Resolutions (4) to Award Central Washington University, <br />Community Builders, Comprehensive Healthcare, and Kittitas County Jail with the revenue generated by the <br />1/10th of 1% Mental Health and Chemical Dependency Tax. <br /> <br /> <br />BACKGROUND: The 1/10th of 1% Mental Health and Chemical Dependency (1/10th) tax was <br />established on December 21, 2021. The BOCC established the 1/10th tax <br />advisory board on September 20th, 2022. <br /> <br /> The 1/0th tax advisory board was tasked with developing the goals, <br />objectives, and metrics for the use of funds generated by the mental health <br />and chemical dependency tax as well soliciting and collecting proposals and <br />making recommendations to the BOCC. <br /> <br />In September 2023, the 1/10th tax advisory board published a Request for <br />Proposals for new or expanded services and programs in Kittitas County to <br />support youth, veterans, the justice involved, and those at high risk of <br />suicide. The Board received eleven responses. <br /> <br />The 1/10th tax advisory board reviewed and scored the 11 responses <br />received and their recommendations were presented to the Kittitas County <br />Board of Health on November 28, 2023. <br /> <br />The Kittitas County Board of Health recommended fully funding: <br />1. Central Washington University for reopening the the Community <br />Counseling and Psychological Assessment Center (the Clinic) in the <br />Psychology building at CWU to support the mental health of rural youth <br />in Kittitas County for the amount of $333,992. <br /> <br />2. Community Builders to maintain and expand the youth program in <br />Upper Kittitas County for the amount of $250,000. <br /> <br /> <br />3. Comprehensive Healthcare to maintain the two full-time crisis case <br />managers (CCM’s) at Kittitas Valley Hospital that will respond in person <br />to crisis and non-crisis behavioral health referrals, provide crisis triage, <br />safety planning and referral services for the amount of $395,394.76. <br /> <br />4. Kittitas County Jail to hire a qualified practitioner to provide behavioral <br />health related medical assessment, treatment, prevention and follow <br />up to those incarcerated in the Kittitas County Jail for the amount of <br />$378,950. <br /> <br />These proposals will be funded January 1, 2024 to December 31, 2025 <br />
