AGENDA STAFF REPORT
AGENDA DATE: December 5, 2023
ACTION REQUESTED: Request to set a public hearing to revise KCC Title 8.21 recycling and
yard waste service level.
BACKGROUND: As part of the 2022 Title 8.21 was added to the Kittitas County Code
to start recycling and yard waste service in unincorporated areas of
Kittitas County.
While working with WM to start the implementation of the new
ordinance it was found that several changes needed to be made for the
hauling company to apply for coverage under the Washington
Utilities and Transportation Commission (WUTC).
INTERACTION: The Prosecutors office has reviewed proposed changes to Title 8.21
along with WM. The Prosecutor made any revisions to the document
as needed.
RECOMMENDATION: Recommend Board of county commissioners set a public hearing on
December 19, at 2:00pm to hear the changes to Title 8.21.
HANDLING: Clerk of the Board to publish the notice to set a public hearing.
ATTACHMENTS: Red line version of Title 8.21 and proposed new Title 8.21.
