Background & Analysis: • Treasurer’s review of Office staffing structure was in-progress at the time of Courthouse union revision • Proposal is now ready for BOCC and union consideration • Four positions move from “fiscal tech” to “accountant I”, at their respective “steps”. Salary increase for the impacted positions range from 11% to 24%, excluding 3% COLA. Cost = $52K/year, including benefits. • Treasurer has an approved fiscal tech position that has been vacant for over a year, and can be safely eliminated. Treasurer proposes a reassessment late in 2024 to determine whether any additional part- time staff would be needed in 2025 and beyond to fully back-fill this eliminated position. Savings = $85K/year, including benefits. Conclusion / Next Steps: • BOCC provide consensus direction and/or next steps to Treasurer and Finance Director Page 2 of 12 Staff Report by: Brian Carlson Budget and Finance Director Topic: 2024 Personnel Request Public Defender’s Office Meeting BOCC Budget Hearing October 26, 2023 Summary: • Public Defense Director requests an additional FTE Legal Assistant I Background & Analysis: • Cost: $40K salary, $26K benefits, $66K total; apprx 7.5% additional increase in 2024 • FTE roster goes from five to six Conclusion / Next Steps: • Provide consensus direction to Public Defense Director and Finance Director for 2024 budget Page 3 of 12 Staff Report by: Brian Carlson Budget and Finance Director Topic: 2024 Preliminary Projects Budget Meeting BOCC Budget Hearing October 26 2023 Summary: • Update to October 19th presentation Background & Anlaysis: • Staff continues to compile and rank project requests, and to explore appropriation / optimal funding sources • See attached slides for additional details Conclusion / Next Steps: • Continuation of discussion on Tuesday, October 31st budget hearing Page 4 of 12 County Projects: $ 28.85 MM (Excludes Public Works, Airport, CDS) Approved, $ 3.20 MM Inprogress, $ 22.48 MM New request, $ 2.92 MM Repeat request, $ 0.26 MM Facility Request Sum of 2024 Budget Transfer Station LC 17,000,000 Inprogress 17,000,000 Upper County EOC 4,600,000 Inprogress 4,600,000 Jail 2,061,212 Approved 1,311,212 New request 750,000 Transfer Station UC 1,500,000 Approved 1,500,000 Courthouse 1,275,000 Inprogress 880,000 New request 395,000 Equipment 1,195,000 Approved 55,000 New request 890,000 Repeat request 250,000 Events Center 502,000 Approved 50,000 New request 440,000 Repeat request 12,000 Landfill 300,000 New request 300,000 County wide 250,000 Approved 250,000 Sheriff 70,000 Approved New request 70,000 Morris Sorenson 55,000 New request 55,000 Upper County Courthouse 30,000 Approved 30,000 Permit Center 15,000 New request 15,000 Grand Total 28,853,212 Page 5 of 12 2024 Project Requests $ 3.18 MM - 200,000 400,000 600,000 800,000 1,000,000 1,200,000 By Facility Facility Project 2024 Courthouse Sidewalk Replacement 175,000 Window glazing 100,000 Extend Jury Box 70,000 Replace Interior Vestibule door 25,000 Replace ADA Motor 10,000 New Door 10,000 Blinds for Jury Room & Courtroom 215 5,000 Courthouse Design services Equipment Compost Screen 285,000 Underwater rescue drone 250,000 Compost Turner 175,000 Vehicle 145,000 Water Truck 125,000 Two new trucks 100,000 Search and Rescue Snowmobile Trailer 40,000 Marine Rescue Jetski 20,000 Events Center RV Park Utility Installation 200,000 South Grandstands Exterior Painting 75,000 Barn/Vendor Electrical Upgrades 65,000 RV Park Design Planning 50,000 Replace Expo Hall Exterior Doors 50,000 Barn Sound System Upgrade/Repair 12,000 Jail Jail fire line repairs 750,000 Landfill Closure of LPL Landfill 300,000 Morris Sorenson Sidewalk Replacement 55,000 Permit Center Crack Seal Permit Center 15,000 Sheriff Evidence bay build-out 70,000 Grand Total 3,177,000 Page 6 of 12 2, $ 1.43 MM 1, $ 1.07 MM 2.5, $ 0.25 MM 1.5, $ 0.23 MM 3, $ 0.20 MM Priority Score Project 2024 1 Jail fire line repairs 750,000 Two new trucks 100,000 Extend Jury Box 70,000 Evidence bay build-out 70,000 Replace Expo Hall Exterior Doors 50,000 Replace ADA Motor 10,000 New Door 10,000 Blinds for Jury Room & Courtroom 215 5,000 1.5 Sidewalk Replacement 230,000 2 Closure of LPL Landfill 300,000 Compost Screen 285,000 Underwater rescue drone 250,000 Compost Turner 175,000 Vehicle 145,000 Water Truck 125,000 Barn/Vendor Electrical Upgrades 65,000 Search and Rescue Snowmobile Trailer 40,000 Marine Rescue Jetski 20,000 Crack Seal Permit Center 15,000 Barn Sound System Upgrade/Repair 12,000 Courthouse Design services 2.5 RV Park Utility Installation 200,000 RV Park Design Planning 50,000 3 Window glazing 100,000 South Grandstands Exterior Painting 75,000 Replace Interior Vestibule door 25,000 Grand Total 3,177,000 2024 Requests by Priority Score: $ 3.18 MM Page 7 of 12 Maybe, $ 5.15 MM No, $ 22.85 MM Yes, $ 0.86 MM All Projects (Includes Requests) $ 28.85 MM – Are They Funded by General Fund ?
