RESOLUTION TO AUTHORIZE EXECUTION OF AN AMENDMENT TO BASIC
SERVICE OPERATING CONTRACT E24 -025 FOR STATE ENHANCED 911 FUNDS
WHEREAS, pursuant to RCW 38.52.510, Kittitas County must provide or participate in
countywide emergency communications systems so that “9 -1-1” is available
throughout the State;
WHEREAS, Kittitas County is a party to an Interlocal Agreement titled “K ITTCOM’s
Governing Agreement” establishing KITTCOM, a separate public agency and
consolidated public safety communications center created for the purpose of
providing communication and dispatch services for public safety and emergencies
in the participating incorporated and unincorporated areas of Kittitas County; and
WHEREAS, the State 911 Coordination Office (“SECO”) of the Washington Military
Department, established by RCW 38.52.520, must assist and facilitate 911
implementation throughout the State, so that Kittitas County can provide full
funding of its emergency communications systems in the county;
WHEREAS, SECO has agreed to use Military Department and State Enhanced 911 excise tax
funds to reimburse KITTCOM for upgrades to Kittitas County’s emergency
communications system; and
WHEREAS, the SECO Basic Service Operating Contract for fiscal year 2024 must be amended
to reflect an increase of funding in the amount of $1,990, as described in the
attached contract Amendment 1 which is attached hereto and incorporated by
reference; and
WHEREAS, Kittitas County is a party to that agreement and desires to ratify the amendment by
signature of the Chair;
NOW THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Kittitas
County, Washington, authorizes execution of Amendment Number One to SECO Kittitas County
Basic Service Operating Contract E24-025, which amendment is attached hereto and hereby
adopted .
