2. Project Description Summary: Provide a brief summary the project being proposed and
a general description of how it will address homelessness or affordable housing in
Kittitas County. Be sure and indicate whether the proposal is intended to provide direct
client services or construction, maintenance, or improvement of housing facilities,
including a proposed timeline for completion. (300 words max.)
HopeSource seeks matching funds from the HAHC to support existing services for homeless
youth in Kittitas County. HopeSource has been operating the HUD Youth Homelessness
Demonstration Project (YHDP) since its inception in 2019 and administers the grant in Kittitas,
Grant, Adams, and Okanogan County. YHDP serves homeless youth, ages L8-24, by providing
rapid rehousing, transitional housing, support services, and outreach. HopeSource is the direct
service provider in Kittitas County. Between October 202O and December 2O22,theyHDp grant
served 337 youth and young adults in Kittitas County. Through the program, vulnerable youth in
Kittitas County received emergency housing, permanent housing, case management,
connections to community services, and family reunification. HopeSource received state
legislative funding to purchase and furnish the Pine Place Apartments, an 18-unit building
dedicated to homeless youth in Kittitas County. The project includes four units dedicated to
transitional housing and sixteen for income-based permanent housing. To operate the yHDp
program, HopeSource must provide a 25o/o cash match to the project's total cost. per the 2OZ2 HUD
monitoring, HUD asks that match funding come from local community sources rather than direct
grantees. HopeSource has historically provided the match dollars internally, most recently by leveraging
federal cAREs Act funding. However, this funding is set to expire. HopeSource is requesting the Sss,boo
annual match funding from Kittitas County to show community support and continue serving vulnerable
youth.
5
3. County Priorities: lndicate which of the following priorities are being addressed by the
proposed project and how you intend to address them. (Select all that apply and give
a brief 100 word description for each selected.)
|7[uickly identify and engage people experiencing homelessness.
Outreach and identification are accomplished through field visits to all areas and businesses
where homeless youth are likely to spend time. We track all outreach efforts weekly to ensure
anyone experiencing homelessness is identified and given continued opportunities to receive
assistance. We work closely with the City Homelessness Task Force to come alongside
individuals identified as homeless with high vulnerability and currently unengaged needing
services. lntakes include an internal assessment designed for each demographic we serve to
determine each client's levelof vulnerability and to develop a stability plan best suited to the
needs of each client.
r'Prioritize housing for people with the greatest needs
Literally homeless households receive priority over households that are imminently at risk. The
CE system, operated by HopeSource, has all households complete a standard assessment
survey. Tools and assessments are designed to be easilv understood by youth and to reflect the
participants' strengths, goals, risks, and protective factors.
r'operate an effective and efficient homeless crisis response system that
swiftly moves people into stable permanent housing.
The Kittitas County Continuum of Care Coordinated Entry System for homeless individuals has
been created to better maximize community resources and quickly re-house homeless
individuals or prevent eviction. Using a web-based entry system that can be accessed from any
computer or phone, the system is positioned to deliver information to the entire housing
provider network immediately in one step, avoiding the need to go "door to door" for
assistance. Agencies then communicate among themselves to determine the applicant's best
choice and prioritize services. The client is then contacted for a full intake with the best agency
to meet their needs.
o
Project the fully implemented local plans on the number of households
housed and the number of households left unsheltered, assuming existing
resources and state policies.
r'Address racial disparities amongst people experiencing homelessness.
HopeSource recognizes that race and economic status can significantly limit the
opportunities of program participants and acknowledge the unequal impact of these factors,
and works to prepare program participants to overcome systemic racism in housing,
education, asset building, income, employment, and access to high-quality food. HopeSource
believes it is necessary to oppose all forms of racism, intentional and otherwise. HopeSource
has worked for the past three years with the Washington State Community Action
Partnership in its education, training, and research into Diversity, Equity, and lnclusion and
has adopted the learning from that work in all its programs.
other information you think would be beneficial for the committee to know.
7
4. Partnerships: List your key community partnerships for the proposed project and what
their role will be. (250 words max.)
HopeSource client advocates and managers regularly collaborate with and refer to the Housing
Authority for VASH and Section 8 housing vouchers; Comprehensive Healthcare for mental
health services; WorkSource for employment search and preparation; DSHS-SNAp for
temporary financial benefits; the SOAR program; CentralTransit, HopeSource Dial-A-Ride, and

5. Gaps and Duplication in Services: Describe how your proposed project fills a gap in
homeless and/or affordable housing services in Kittitas County. lnclude a description of
how the project is or isn't a duplication of current services. (250 words max.)
Without YHDP, Kittitas County would not have a program specifically serving homeless youth
and young adults. The availability of dedicated funds for this target population frees up other
funding to serve vulnerable Kittitas County households that do not meet YHDP eligibility.
Operation of the YHDP program directly led to the acquisition of Pine Place, which added 18
units of affordable housing stock to the County.

6- Sustainability: Describe your ability, experience, and resources to implement and
sustain the project during the term of the project. (250 words max.)
HopeSource's YHDP contract renews annually and will remain available if match funds are
secured.
HopeSource's executive management team and Board of Directors are constantly developing
plans to build reliable funding sources to support housing programs, augmented by braided

3. Sustainability: Describe how this project would or wouldn't be sustained if these
Homelessness Prevention and Affordable Housing funds were not available either
currently or in the future. (250 words max.)
HopeSource must provide matching dollars to sustain the YHDP program in Kittitas County. lf
HAHC funds are unavailable, HopeSource must seek community funding from other local
sources, of which there are few, or use funding from existing HopeSourie programs, limiting the
number of non-YHDP households that could be served.
15
4. Partial Funding: lf this project were to receive only partial funding from this source,
how would the project be impacted? How would the proposal be adjusted for less than
the requested amount of funds? (250 words max.)
lf this request were to only receive partial funding, it would mean reducing the number of
homeless households that could be served, especially those who have no ilternative resourcesor options, and suffering as a community for those who cannot be served and must live in their
cars or other unsuitablestructures. HopeSource would be required to reduce yHDp funding and
services or divert funds from other housing programs, reducing services to non-yHDp
households.
