Over the past year, the creation of the
Public Services Department, unifying the Public Works Department and the Planning Department into
one cohesive entity with dedicated managers for each subdivision, has had discernible advantages for
the public who engage with the county on a spectrum of projects. These projects encompass
everything from securing access permits to applying for building permits, and even the development
of large-scale initiatives.
My experience and observations have led me to the conclusion that the reorganization of these
departments into the Public Services Department has significantly enhanced the services provided to
the public. This integration has not only improved the efficiency of operations but has also
streamlined the process for individuals interacting with the county.
I strongly recommend that you consider formalizing the establishment of the Public Services
Department as a permanent reorganization. The benefits to the community and the county are
substantial, and maintaining this structure would further serve the interests of all stakeholders.
However, should you decide not to proceed with the recognition of this reorganization, I believe it is
imperative that the county promptly reverts to the previous organizational structure, segregating
these functions back into individual departments. This consideration is particularly important given
that Mark's departure is imminent, and without the continued existence of the Public Services
Department, the department managers will require time to adapt to the change and ensure the
seamless continuity of operations.
1
