KITTITAS COUNTY
Board of County Commissioners
AGENDA STAFF REPORT

AGENDA DATE: November 21, 2023

ACTION REQUESTED: Request to Approve a Resolution Authorizing Execution of a
Homeless Housing Program Grant Agreement for the Youth
Homelessness Demonstration Project Match Request.

BACKGROUND: HopeSource seeks matching funds from the HAHC to support
existing services for homeless youth in Kittitas County. HopeSource
has been operating the HUD Youth Homelessness Demonstration
Project (YHDP) since its inception in 2019 and administers the grant
in Kittitas, Grant, Adams, and Okanogan County. YHDP serves
homeless youth, ages 18-24, by providing rapid rehousing,
transitional housing, support services, and outreach. HopeSource is
the direct service provider in Kittitas County. Between October 2020
and December 2022, the YHDP grant served 337 youth and young
adults in Kittitas County. Through the program, vulnerable youth in
Kittitas County received emergency housing, permanent housing, case
management, connections to community services, and family
reunification. HopeSource received state legislative funding to
purchase and furnish the Pine Place Apartments, an 18-unit building
dedicated to homeless youth in Kittitas County. The project includes
four units dedicated to transitional housing and sixteen for income-
based permanent housing. To operate the YHDP program,
HopeSource must provide a 25% cash match to the project's total cost.
Per the 2022 HUD monitoring, HUD asks that match funding come
from local community sources rather than direct grantees.
HopeSource has historically provided the match dollars internally,
most recently by leveraging federal CARES Act funding. However,
this funding is set to expire. HopeSource is requesting the $55,000
annual match funding from Kittitas County to show community
support and continue serving vulnerable youth.

INTERACTION: Budget information was confirmed with the Auditor’s office. The
Homelessness and Housing Advisory Committee met on 11/6/2023
and made a recommendation to approve the grant request for 1 year.
Resolution and PSA drafted and reviewed by Prosecutor’s Office.
Legal Request #10212

RECOMMENDATION: Approve a Resolution and PSA Authorizing Execution of a
Professional Services Agreement for a Grant Agreement for the
Youth Homelessness Demonstration Project Match Request.

HANDLING: Original – Clerk of the Board
Original- Hopesource-
