KITTITAS COUNTY <br />Board of County Commissioners <br />AGENDA STAFF REPORT <br /> <br /> <br /> <br />AGENDA DATE: November 21, 2023 <br /> <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing Execution of a <br />Homeless Housing Program Grant Agreement for the Youth <br />Homelessness Demonstration Project Match Request. <br /> <br /> <br />BACKGROUND: HopeSource seeks matching funds from the HAHC to support <br />existing services for homeless youth in Kittitas County. HopeSource <br />has been operating the HUD Youth Homelessness Demonstration <br />Project (YHDP) since its inception in 2019 and administers the grant <br />in Kittitas, Grant, Adams, and Okanogan County. YHDP serves <br />homeless youth, ages 18-24, by providing rapid rehousing, <br />transitional housing, support services, and outreach. HopeSource is <br />the direct service provider in Kittitas County. Between October 2020 <br />and December 2022, the YHDP grant served 337 youth and young <br />adults in Kittitas County. Through the program, vulnerable youth in <br />Kittitas County received emergency housing, permanent housing, case <br />management, connections to community services, and family <br />reunification. HopeSource received state legislative funding to <br />purchase and furnish the Pine Place Apartments, an 18-unit building <br />dedicated to homeless youth in Kittitas County. The project includes <br />four units dedicated to transitional housing and sixteen for income- <br />based permanent housing. To operate the YHDP program, <br />HopeSource must provide a 25% cash match to the project's total cost. <br />Per the 2022 HUD monitoring, HUD asks that match funding come <br />from local community sources rather than direct grantees. <br />HopeSource has historically provided the match dollars internally, <br />most recently by leveraging federal CARES Act funding. However, <br />this funding is set to expire. HopeSource is requesting the $55,000 <br />annual match funding from Kittitas County to show community <br />support and continue serving vulnerable youth. <br /> <br />INTERACTION: Budget information was confirmed with the Auditor’s office.
