Task 1 – Improvements at Jail Facility (PreDesign and Schematic Design)
Dear Patti,
KNIT recognizes design and construction is complex. We are here to help. As a team we
develop whole project approaches to design, budget, schedule, project, and construction
management to meet your needs. Your solutions should be dynamic, our relationship should
be simple.
Project Description
The following is the agreed upon project scope for Task 1:
Project Notes:
The county plans on relocating to a new facility in approximately 10 years. New repairs or
products to meet durability requirements are needed to maintain the existing jail facility in
good condition for this duration at a minimum.
Knit and our team of consultants will develop a pre-design/schematic design package that
outlines the following tasks noted below with a cost opinion of work to be performed. This
document will be reviewed with the county to determine if one or more task items will need to
be developed in construction bidding packages.
This fee proposal includes field investigation, pre-design and schematic design services by
Knit and our consultant team that will include a cost opinion, that will contain project
contingencies. Once projects are allocated an additional fee proposal will be provided to
develop construction documents, issue documents for permitting, bidding and construction
administration services.
The available budget for construction is between $500,000 and $750,000 and does not
include soft costs.
MAIN JAIL
Exterior finish / coating repairs
A. Existing sanded exterior paint coating on existing concrete surfaces is failing.
The coating should be removed and refinished, after concrete panel cracking
repairs. New finishes may include new painted surfaces with high quality
concrete sealing products, EIFS or other panel system.

B. The existing exterior concrete panels are cracking in several locations and are
not limited to one area of the facility. Cracking occurs in spiderweb fashion and
horizontally at floor levels. In some instances, cracking can be seen on both the
exterior and interior surfaces. A structural evaluation will need to occur to
determine causes and repair solutions.
C. Remove existing vertical and horizontal expansion joints, including backer rods.
Replace joints with new backer rods and durable sealants.
D. Clean top of concrete wall caps at roof parapets. Install new treated wood
blocking and provide new sheet metal coping caps.
Interior repairs
A. The existing interior concrete panels are cracking in several locations and are
not limited to one area of the facility. Cracking occurs in spiderweb fashion and
horizontally at floor levels. In some instances, cracking can be seen on both the
exterior and interior surfaces. A structural evaluation will need to occur to
determine causes and repair solutions.
B. Remove existing vertical and horizontal expansion joints, including backer rods.
Replace joints with new backer rods and durable sealants.
Jail Public Entry Doors
A. The existing hollow metal double doors and side-lites are failing. Remove and
replace with identical secure system with ADA controllers. It’s possible that the
sidewalls can be infilled with a wall system and replace the double doors with a
single 4’-0” wide secure hollow metal door and frame and ADA controllers.
B. Remove interior vestibule doors and side-lites. Patch and repair walls and
ceilings.
Fire Sprinkler: BID ALTERNATE
A. Remove existing fire sprinkler system and replace.
B. Repair dry system as needed.
Mop room / kitchen
A. Remove existing framed wall between kitchen and mop room.
Install new metal stud framing, plywood sheathing, moisture resistant gypsum
board, repair any pipe leaks within wall and at mop sink. Relocate electrical
items on kitchen side. Provide adequate access panel/door on the mop room
side. Provide stainless steel back splash on kitchen side. Provide new wall
finishes and base at mop room. (provide water resistance at joints)
Recreation Yard Repairs
A. Provide New Heater in Stairwell where occurs.
B. Add waterproofing at stairwell to ceiling.
C. Provide New Heaters in MEP spaces in Rec yard.
D. Remove existing floor finish and replace with new epoxy floor finish, cover gaps at
vertical joints and wrap up vertical walls. Provide weather resistance finishes.
E. Improve drainage if possible.
F. Repair cracks in walls
G. Review adding waterproofing at ceilings.
H. Repair water damaged ceilings at sallyport below recreation yard/adjacent to
booking area.
JAIL ANNEX
A. Install new secure enclosure at control station that allows ventilation and doors for
staff.
