2023 AGENDA STAFF REPORT
AGENDA DATE: November 7, 2023
ACTION REQUESTED: Conduct a Continued Public Hearing from October 17, 2023,
at 2:00 pm local time, to consider Amending Kittitas County
Code to reflect the formation of a Public Services Department
BACKGROUND: The consolidation of Public Works and Community
Development Services presents an opportunity to improve
operational efficiencies. Recently, with the dissolution of the
Airport Department and the management being moved back
to Public Works has created a greater need to improve
operational efficiencies and streamline processes such as
Agenda and Study Sessions.
Pursuant to Board of County Commission on October 17,
2023, Public Works staff loaded a red -line copy of proposed
code changes onto the County's public website late on the
afternoon of October 17, 2023.
Staff is proposing to amend Kittitas County Code creating the
Public Services Department and eliminating the Public Works
and Community Development Services from code in a single
action as an out of cycle code amendment.
Additionally, with the amount of Kittitas County Code to be
amended Public Works staff suggests sending redline code
directly to IT for web upload and coordination.
INTERACTION: Public Works; Prosecuting Attorney's Office.
RECOMMENDATION: Conduct a Continued Public Hearing from October 17, 2023,
at 2:00 p.m. to consider Amending Kittitas County Code to
reflect the formation of a Public Services Department.
HANDLING: Return one original to Public Works.

REMOVING REFERENCES IN COUNTY CODE TO THE PUBLIC WORKS
DEPARTMENT, COMMUNITY DEVELOPMENT SERVICES DEPARTMENT, THE
AIRPORT DEPARTMENT AND CREATING THE PUBLIC SERVICES DEPARTMENT
WHEREAS: The Board of County Commissioners (BoCC) has acted combining Community
Development Services Department and the Airport Department into the Public
Works Department; and
WHEREAS: References to the three county departments appear throughout county code; and
WHEREAS: The BoCC did conduct a public hearing on October 17, 2023, receiving
testimony on staff's proposal recognizing department consolidations into a new
Public Services Department; and
WHEREAS: The proposed department consolidation creates operational and economic
efficiencies in the conduct of county business; and
WHEREAS: Staff have provided the Information Technology Department with a redline and
clean copy of the amended county code eliminating code references to the Public
Works Department, Community Development Services Department, along with
the Airport Department; replacing said department references with the Public
Services Department.
NOW, THEREFORE BE IT ORDAINED that the BoCC does hereby order county code be
revised eliminating references to the Public Works Department, Community
Development Services Department, the Airport Department and said departments
now be recognized as the Public Services Department.
