Chairman Wright called the meeting to order.

Vice-Chairman Wachsmith moved to approve the Agenda, as presented.
Commissioner Osiadacz seconded. Motion carried 3-0.
CONSENT AGENDA
At the conclusion of reviewing each item Vice-Chairman Wachsmith moved
to approve the Consent Agenda, as presented. Commissioner Osiadacz
seconded. Motion carried 3-0.

RESOLUTI0N 2023-173 ENTERPRISE TECHNOLOGY FUND IT
Approve Resolution No, 2023-173, Authorizing the Renaming and
Repurposing of the Computer Replacement Internal Service Fund to the
Enterprise Technology Fund, effective January 1, 2024.
RESOLUTION 2023-174 AMEND TRAVEL POLICY AUDITOR
Approve Resolution No. 2023-174, Amending the Kittitas County Travel
Policy.
RESOLUTION 2023-175 CANCEL CLAIMS FUND WARRANTS AUDITOR
Approve Resolution No. 2023-175, to Cancel Claims Fund Warrants in the
total amount of $9,303.93, and remit to the Department of Revenue.
AGREEMENT DEPT OF CHILDREN, YOUTH & FAMILIES JUVENILE
Approve County Program Agreement No: 2363-51827, between the State of
Washington, Department of Children, Youth, and Families, and Kittitas
County Juvenile Court Services Department, to provide evidence-based
treatment and training programs administered by Juvenile Courts, from
October 1, 2023, to June 30, 2025.
PUBLIC NOTICE BOARD OF HEALTH PUBLIC HEALTH
Approve a Notice for a representative to serve on the Kittitas County
Board of Health, to be accepted until November 3, 2023, at 5:00 p.m. and
to authorize the Clerk to publish said notice.
CONTRACT AXON ENTERPRISE, INC. SHERIFF
Acknowledge a Contract between Axon Enterprise, Inc. and the Kittitas
County Sheriff’s Office, for Vehicle-Based Video Evidence Systems, in

the amount of $78,931.22, beginning December 15, 2023, through December
15, 2028.
AGREEMENT KVH PHARMACY SHERIFF
Approve a Professional Services Agreement between Kittitas County and
the Kittitas County Sheriff’s Office, to receive medication orders in
case of emergencies and closures, unavailability of primary pharmacy,
and inmates brought into the ER, beginning October 1, 2023.
RESOLUTION 2023-176 CITY OF ELLENSBURG COMMISSIONERS
Approve Resolution No. 2023-176, Authorizing an Amendment of the 2023
Lodging Tax Services Agreement between Kittitas County and City of
Ellensburg.
RESOLUTION 2023-177 KV EVENT CENTER COMMISSIONERS
Approve Resolution No. 2023-177, Authorizing an Amendment of the 2023
Operational Agreement between Kittitas County and Kittitas Valley Event
Center.
RESOLUTION 2023-178 KV EVENT CENTER COMMISSIONERS
Approve Resolution No. 2023-178, Authorizing an Amendment of the 2023
Lodging Tax Services Agreement between Kittitas County and the Kittitas
Valley Event Center.
RESOLUTION 2023-179 INTERLOCAL BENTON COUNTY PUBLIC WORKS
Approve Resolution No. 2023-179, Authorizing an Interlocal Cooperative
Agreement between Kittitas County and Benton County for General
Equipment and/or Services through the Department of Public Works.
CALL FOR BIDS VANTAGE HWY PAVING PUBLIC WORKS
Approve a Notice of Call for Bids, for the construction of the Vantage
Highway Paving project, to be accepted until November 9, 2023, at 10:00
a.m. in the Kittitas County Public Works Office 411 North Ruby Street,
Suite 1, Ellensburg, WA and to authorize the Clerk to publish said
notice.
RESOLUTION 2023-180 COMMUNITY RATING SYSTEM REPORT PUBLIC WORKS
Approve Resolution 2023-180, Ratifying the Chair’s Signature on Federal
Management Agency Annual Community Rating System Report Documents.

EXECUTIVE SESSION
At 10:12 a.m. Chairman Wright announced the Board would recess into
Executive Session for 5 minutes with Chris Horner, Deputy Prosecutor
III, under RCW 42.30.110 (i) to discuss with legal counsel representing
the agency matters relating to agency enforcement actions, or to discuss
with legal counsel representing the agency litigation or potential
litigation to which the agency, the governing body, or a member acting
in an official capacity is, or is likely to become, a party, when public
knowledge regarding the discussion is likely to result in an adverse
legal or financial consequence to the agency. Action was anticipated.
At 10:17 a.m. the Board reconvened out of Executive Session.
RESOLUTION 2023-172 LEGAL DEFENSE PROSECUTOR
Vice-Chairman Wachsmith moved to approve Resolution No. 2023-172,
Approving Kittitas County Code Chapter 2.73 Requests for Legal Defense
in Kittitas County Court Cause No. 23-2-0029319. Commissioner Osiadacz
seconded. Motion carried 3-0.
ADJOURNMENT
The meeting was concluded at 10:18 a.m.
