AGENDA SESSION STAFF REPORT
AGENDA SESSION DATE: October 17, 2023
ACTION REQUESTED: Request to Approve a Notice of Call for Sealed Bids for
the Vantage Highway Paving Project, CRP 317-23.
BACKGROUND: Kittitas County was selected to receive funding through
the State Transportation Block Grant (STBG)
redistribution for the resurfacing of Vantage Highway.
INTERACTION:
The project includes removing and replacing the top 3"
wearing course of the roadway from Ellensburg City
limits East to No. 81 Road. The engineering and design
for the project has been performed by County staff.
Construction is expected to begin April 1, 2024, and take
up to 45 working days to complete.
To make use of the redistributed STBG funds, it was
required to have WSDOT obligate the funds in early
September. It is required to advertise a Notice of Call for
Sealed Bids within six (6) weeks of obligation.
The Grant requires a 13.5% Local funds match and the
engineers estimated range for construction is
$3,275,000.00 - $3,625,000.00.
Bids are scheduled to be received on November 9, 2023,
at 1 Oam at the Public Works office.

KITTITAS COUNTY— VANTAGE HIGHWAY PAVING
KITTITAS COUNTY ELLENSBURG, WASHINGTON
Sealed bids will be received by Kittitas County Public Works, at the reception desk located at 411 North Ruby Street, Suite
1, Ellensburg, Washington until 10:00 AM on Thursday, November 9, 2023, and will then and there be opened and
publicly read for the construction of the Vantage Highway Paving Project.
All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in
an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such
contract and furnish satisfactory performance and payment bonds within the time stated in the specifications, the bid
proposal deposit shall be forfeited to the Kittitas County Public Works.
The right is reserved to reject any and all bids and to waiver informalities in the bidding.

The Kittitas County in accordance with Title VI of the Civil Rights Act of 1964, (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4)
and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to
this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to
this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an
award.
This project has a 10% DBE Goal.
It is anticipated that physical work on the project will begin April 1, 2024.
The improvement for which bids will be received is described below:
The work to be performed within 45 working days from the date of Notice to Proceed, consists of furnishing all materials,
equipment, tools, labor, and other work or items incidental thereto for:
This Contract provides for grind and overlay of asphalt, approximately 4.53 miles of Vantage Highway within the existing
pavement limits along with temporary and permanent pavement marking for repair, rehabilitation and preservation.
The improvement of Vantage Highway, all in accordance with the attached Contract Plans, these Contract Provisions, and
the Standard Specifications.
Engineer's estimated range for the project is $3,275,000.00 - $3,625,000.00.
