AGENDA DATE: October 3, 2023
ACTION REQUESTED: Request to Approve a Resolution to Authorize the Public
Works Water Resource Manager to accept funding from the
Washington State Department of Ecology.
BACKGROUND: Public Works is seeking funding assistance from the
Washington State Department of Ecology to fund a water
right acquisition that Kittitas County entered into a
Purchase and Sale Agreement for and is authorized by
Resolution No. 2022-140. This water right is being
purchased to expand the Kittitas County water bank with
the City of Kittitas identified as the recipient for the new
mitigation. There is no match obligation, but the funding
does require that one-third of consumptive use of the
acquired water right must be permanently dedicated as
instream flow to benefit fish and wildlife, and the
remaining two-thirds will be available to provide
mitigation.
INTERACTION: Public Works
RECOMMENDATION: Approve the Resolution Authorizing the Public Works
Water Resource Manager to sign and execute the aid
application.

RESOLUTION NO.2023 -
AUTHORIZING THE PUBLIC WORKS WATER RESOURCE MANAGER TO
ACCEPT FUNDING FROM THE WASHINGTON STATE DEPARTMENT OF
ECOLOGY AND SIGN THE FUNDING AGREEMENT
WHEREAS: Kittitas County Public Works submitted an aid application to the Washington
State Department of Ecology requesting funding to purchase a water right and
expand the Kittitas County Water Bank; and
WHEREAS: The Department of Ecology notified Kittitas County Public Works that funding
was authorized for the proposed water right and associated bank expansion
activities; and
WHEREAS: Kittitas County Public Works has requested $595,000 from the Department of
Ecology; and
WHEREAS: Funding from the Department of Ecology will be utilized to complete the water
right acquisition authorized by Resolution No. 2022-140.
NOW, THEREFORE BE IT RESOLVED the Kittitas County Board of County
Commissioners declares it be in the best interest of the public to accept funding from the
Department of Ecology and authorizes the Public Works Water Resource Manager to sign the
funding agreement.
