KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: October 3, 2023 <br />ACTION REQUESTED: Request to Approve a Resolution to Authorize the Public <br />Works Water Resource Manager to accept funding from the <br />Washington State Department of Ecology. <br />BACKGROUND: Public Works is seeking funding assistance from the <br />Washington State Department of Ecology to fund a water <br />right acquisition that Kittitas County entered into a <br />Purchase and Sale Agreement for and is authorized by <br />Resolution No. 2022-140. This water right is being <br />purchased to expand the Kittitas County water bank with <br />the City of Kittitas identified as the recipient for the new <br />mitigation. There is no match obligation, but the funding <br />does require that one-third of consumptive use of the <br />acquired water right must be permanently dedicated as <br />instream flow to benefit fish and wildlife, and the <br />remaining two-thirds will be available to provide <br />mitigation. <br />INTERACTION: Public Works <br />RECOMMENDATION: Approve the Resolution Authorizing the Public Works <br />Water Resource Manager to sign and execute the aid <br />application. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Resolution <br />LEAD STAFF: Arden Thomas <br />Public Works Water Resource Manager <br />
