The operations on site are governed under WAC 173.200, WAC 173.350 and WAC 173.308 all of which require ongoing environmental monitoring and permitting. This Amendment will cover nine different areas onsite. Due to the complexity of the site it is necessary to have the same consultant work with all of the permits and regulations since some of the monitoring is needed for multiple permits. Task 1 will include siting and drilling a new ground water monitoring well between the septage lagoons and the landfills. The Department of Ecology Hydrogeologist has requested that an up gradient well be installed per WAC 173.350-330, in order to confirm background water quality. Over the years we have talked with the DOE about this well and siting of it has been an issue since we are on the top of the mountain and finding the correct location. Prior Hydrogeologist had not required the installation. Task 2 Limited Purpose Landfill closure design services. Task 3 Limited Purpose Landfill engineering services Task 4 Evaluation of borrow soils to be used on site for cover material. Testing of soil to be brought on to the site to be used for cover material and to amend existing soils. Task 5 Expansion of the Biolsolids land application area. PLANNING. ENVIRONMENTAL SCIENCES SCOPE OF WORK Kittitas County Solid Waste Groundwater Monitoring Well, LPL Closure, Biosolids Expansion Area, and Air Permit INTRODUCTION Kittitas County Solid Waste Programs (County) owns and operates the Ryegrass Limited Purpose Landfill (LPL) located in Kittitas County, Washington. The site is currently permitted under Washington Administrative Code (WAC) 173-350-400, Limited Purpose Landfills. The current facility was reclassified as an LPL in 2004 with a planned capacity of approximately 550,000 cubic yards. Based on the results from the groundwater monitoring over the past several years, the Washington State Department of Ecology (Ecology) has requested that a monitoring well work plan be developed and executed to try to determine if the nitrates are entering the groundwater from the septage lagoons, a product of the closed Municipal Solid Waste (MWS) landfill on site, the biosolids land application, or a different unanticipated factor not related to activities on site. Once the source of the constituent is determined a plan can be developed on how to address them in a way that will meet Ecology's directive. The LPL is now nearing capacity and the County is planning a Final Closure of the LPL and beginning of Post - Closure Care. Parametrix, Inc. (Parametrix) will assist the County in updating the Ryegrass LPL Closure Plan and financial assurance documentation. Additionally, Parametrix will develop a plan for the conditioning of the soil from another County project site to be used for Final Cover of the LPL. County also owns and operates the Ryegrass Biosolids Management Facility that includes two 500,000-gallon lined septage ponds installed in 2006, west of two leachate and process wastewater ponds and a biosolids land application practice. The County is looking to add the area south of the existing LPL as a new biosolids application area. Parametrix will support the County in obtaining a modification to the existing General Permit for Biosolids Management to increase the land application area for Class I and II septage. As part of this effort, Parametrix will update the Site -Specific Land Application Plan (SSLAP) to include the new application areas, update the Plan of Operation for the septage evaporation lagoons, and evaluate alternative crop types for more effective nutrient uptake. This scope is assumed to be executed over a two-year period with the timing of each item depending on outside influences like regulations and facility capacity. Parametrix's services will be provided in accordance with the following tasks. PROJECT MANAGEMENT Throughout the course of this contract, Parametrix will provide effective project management and coordination, ensuring the scope of work is executed effectively within budget and schedule. The effort involved for Project Management is included under each task. The County will analyze the survey and submit the information to the regulators. Services During Construction • Responses to RFIs and Submittals • Pre -construction meeting attended by engineer (on site) • Final walk through by engineer TASK 04 — EVALUATION OF BORROW SOILS FOR OTHER USES Objective We understand that Kittitas County Solid Waste is planning to close the Phase 1 area at its Ryegrass LPL and set up a biosolids recycling facility on site. Closure of the Phase 1 area would consist of placement and compaction of a soil cap comprised of two layers: 1) a low permeability barrier soil layer, and 2) an upper vegetative soil layer. Concurrently, the County will be constructing a new transfer station, which will require extensive removal of settlement prone soil. The intent of this geotechnical evaluation is to determine whether the soil removed from the transfer station site will be suitable for use as final cover soil components at the Ryegrass LPL. In addition, representative soil samples will be evaluated by a local agricultural laboratory (SoilTest of Moses Lake, WA) to provide baseline parameters for soil fertility (for the vegetative cover soil layer) and for use in the biosolids recycling process. Activities Herein, we present an abbreviated scope of the evaluation for HWA to perform: • Conduct geotechnical testing on three bulk samples that HWA obtained at the Transfer station site during foundation explorations conducted for the design of the new transfer station. The samples represent soil composited from 3 areas where deep excavations will occur at the new transfer station s ite. • Geotechnical testing will include compaction (proctors), shear strength (direct shears) and remolded permeability. Kittitas County Solid Waste Groundwater Monitoring Well, LPL Closure, Biosolids Expansion 5 September 2023 Area, and Air Permit SCOPE OF WORK (continued) • Agricultural testing will be conducted to determine soil fertility and compatibility with proposed final cover vegetation, in addition to assessing the potential for soil use in the biosolids recycling process. • The results of our geotechnical testing will inform our recommendations regarding, handling, drying, placement, compaction, and stability of the soil used for final cover. • Our findings and recommendations will be provided in a technical memorandum. TASK 08 — UNANTICIPATED, CRITICAL WORK ALLOWANCE If unanticipated, critical work activity becomes necessary that is not within the authorized scope of services, the County may authorize additional services utilizing the budget established in this task. An allowance of $10,000 has been allocated to this task. A"TASK 09 —ANNUAL ENVIRONMENTAL MONITORING REPORT Objective: Prepare annual report documenting the results of the four quarterly groundwater monitoring events in accordance with the requirements of Solid Waste Handling Standards (Chapter 173-350 WAC), the current solid waste handling permit issued by Kittitas County Health Department, the Sampling and Analysis Plan (SAP), and Guidance for Groundwater Monitoring at Landfills and Other Facilities Regulated Under Chapters 173-304, 173-306, 173-350, and 173-351 WAC (December 2012, Ecology Publication 12-07-072). Additionally, summarize the environmental monitoring for gas and leachate monitoring of the LPL and the closed landfill. Approach: Prepare annual report summarizing the data collected during quarterly monitoring for the LPL and bi-annual sampling for the closed landfill. The annual report will include evaluating the groundwater data in accordance with the statistical approach presented in the SAP, which consists of establishing a subset of parameters for formal detection monitoring and conducting quarterly comparisons of data to intrawell trends and those that are statistically significant (95%) for both long term and short-term trends. For new wells without historical data, the baseline data will be established with the initial eight data points. Deliverables: Draft (PDF via Parametrix SharePoint site) and Final Environmental Monitoring Annual Report (three copies and PDF via Parametrix ftp site). The data for each quarter in 2024 will be submitted to the Ecology's EIM database following submittal of the final annual report. Assumptions: • Copies of original laboratory reports, including laboratory QA/QC results, will be provided to Parametrix by HWA or the analytical laboratory. • Groundwater data will be provided to Parametrix in electronic format. The laboratory will provide groundwater quality data in an EIM-ready format. • Groundwater, leachate, and gas sampling will be completed by others (HWA) • Gas and Leachate data will be provided to Parametrix by HWA with digital copies of the gas results and electronic format of leachate testing. Kittitas County Solid Waste Groundwater Monitoring Well, LPL Closure, Biosolids Expansion 9 September 2023 Area, and Air Permit SCOPE OF WORK (continued) The annual report will summarize and interpret the following information (for all four quarters): o All groundwater monitoring data, including laboratory and field data for the sampling periods o Statistical results and/or any statistical trends, including findings of any statistical increases for the year including time series plots of concentrations o A summary of concentrations above the maximum contaminant levels of Chapter 173-200 WAC, Water Quality Standards for Groundwaters of the State of Washington o A summary of the leachate results compared to groundwater samples o A summary of the landfill gas conditions o Static water level readings for each monitoring well for each sampling event o Potentiometric surface elevation maps depicting flow direction for each sampling event o Groundwater flow velocity calculations for each sampling event and a discussion of any trends or changes during the year o Geochemical evaluation, including cation -anion balancing and trilinear and/or stiff diagraming for each sampling event noting any changes or trends in water chemistry for each well during the year One hard copy of the final report will be submitted to Kittitas County, Ecology, and the Health Department. BUDGET We estimate that the scope of services described herein will require a budget of $293,109.64. A breakdown of these costs is presented on the attached spreadsheet. Parametrix agrees not to exceed the above budget without the County's authorization. However, if during the work, a level of effort beyond the scope of our work appears necessary, Parametrix will contact the County immediately to discuss any necessary modifications to the scope of services and/or budget estimate. The budget presented in this proposal reflects an estimate based on our current understanding of the project requirements for a scope of work developed from information provided. Parametrix reserves the right to transfer hours and budget dollars between tasks to satisfy project requirements. The budget also reflects estimated direct costs to the project. Parametrix may also transfer funds allocated for direct costs to professional/technical hours, or vice versa, to satisfy project requirements.
