KITTITAS COUNTY, WASHINGTON

SPECIAL MEETING
TUESDAY 2:00 P.M. SEPTEMBER 19, 2023
Board members present: Chairman Cory Wright and Vice-Chairman Brett
Wachsmith. Excused: Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Kate Jimenez,
Administrative Assistant; Mandy Buchholz, Office Administrator; Mark
Cook, Public Works/CDS Director; Joshua Fredrickson, County
Engineer; Stephanie Hartung, Civil Chief Deputy, and 5 members of
the public.
PUBLIC HEARING 1st STREET PORTION VACATION PUBLIC WORKS
At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider
declaring a proposed vacation of a portion of 1st St Right of Way in
Easton.
JOSHUA FREDRICKSON, COUNTY ENGINEER, reviewed the Director’s Report
of a Proposed Vacation of a Platted Right-of-Way within a Plat of
South Easton. Mr. Fredrickson reviewed the 9 requirements for
vacation per RCW 36.87.040 and recommended approval.
BEING NO ONE WANTED TO TESTIFY, THE PUBLIC PORTION OF THE HEARING
WAS CLOSED.
RESOLUTION 2023-156 1ST STREET PORTION VACATION PUBLIC WORKS
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-156, to
authorize the Vacation of Right-of-Way of a portion of 1st Street
located in the Plat of South Easton and direct the County Engineer
to update (as pertinent) the County Road Log and other documents
associated with the Rights-of-Way Vacation. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.
PUBLIC HEARING SIX-YEAR TRANSPORTAION PROGRAM PUBLIC WORKS
At 2:08 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider
adopting the Six-Year Transportation Improvement Program for 2024-
2029 and the Annual Construction Program for 2024.
JOSHUA FREDRICKSON, COUNTY ENGINEER, reviewed a Staff Report
including the background of how the Six Year Transportation
Improvement Program was developed as well as the Annual Construction
Program. He recommended approval and the proposed Resolutions.

RESOLUTION 2023-157 SIX-YEAR TIP PUBLIC WORKS
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-157, to
adopt the Six-Year Transportation improvement Program for 2024-2029.
COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
RESOLUTION 2023-158 ANNUAL CONSTRUCTION PROGRAM PUBLIC WORKS
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-158, to
adopt an Annual Construction Program for 2024. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.
