2024 AGENDA STAFF REPORT
AGENDA DATE: September 19, 2023
ACTION REQUESTED: Hold a Public Hearing to consider the adoption of the
Six Year Transportation Improvement Program for 2024-
2029 and the Annual Construction Program for 2024
BACKGROUND: Public Works has prepared the Six Year Transportation
Improvement Program for 2024-2029 and an Annual
Construction Program for 2024.
Each year Public Works solicits public comment on the six -
year and annual plan. Public Works conducted two open
house meetings one on August 28, 2023, in Upper County
and one on August 29, 2023, in Lower County. In addition
to the open house format, the six -year and annual plan is
posted on the Public Works webpage along with a
comment form. No changes to staff s proposals are
necessary based on public comment which was received.
INTERACTION: Public Works.
RECOMMENDATION: Hold a Public Hearing to consider adopting the Six Year
Transportation program for 2024-2029 and the Annual
Construction Program for 2024.
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2023 -
ADOPTING A SIX -YEAR TRANSPORTATION IMPROVEMENT PLAN FOR THE
YEARS 2024-2029
WHEREAS: In accordance with R.C.W. 36.81.121, the County Engineer has prepared the
2024-2029 Six -Year Transportation Improvement Plan for the ensuing six -year
period; and
WHEREAS: The Board of County Commissioners has access to Public Works priority scoring
array and 2022 Bridge Inspection Report and said documents were utilized by
staff preparing this Six -Year Transportation Improvement Plan; and
WHEREAS: Public Works solicited public comment via press release along with holding two
open house meetings; and
WHEREAS: A Public Hearing was opened on September 19, 2023, at 2:00 p.m. in the
Commissioners' Auditorium concerning adoption of the said Transportation
Improvement Plan; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, after due
consideration, does hereby adopt the said 2024-2029 Six -Year Transportation
Improvement Plan, hereto attached, as now submitted by the Kittitas County
Director of Public Works and County Engineer.
ADOPTED this 19th day of September 2023, at Ellensburg, Washington.

ADOPTING AN ANNUAL CONSTRUCTION PROGRAM FOR 2024
WHEREAS: In accordance with R.C.W. 36.81.130, the County Engineer has prepared an
Annual Construction Program for 2024; and
WHEREAS: The Board of County Commissioners has reviewed and updated the County's
priority road construction program incorporating current bridge inspection
findings; and
WHEREAS: The Board of County Commissioners has access to Public Works priority scoring
array and 2022 Bridge Inspection Report and said documents were utilized by
staff preparing the proposed 2024 Annual Construction Program; and
WHEREAS: Public Works solicited public comment via press release along with holding two
open house meetings; and
WHEREAS: A Public Hearing was opened on September 19, 2023, at 2:00 p.m. in the
Commissioners' Auditorium concerning adoption of the said Annual Construction
Program for 2024; and
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, after due
