COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

REGULAR MEETING
MONDAY 9:00 A.M. SEPTEMBER 11, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator; Julie Kjorsvik, Clerk
of the Board; Kate Jimenez, Administrative Assistant; Debbie
Stanavich, Administrative Assistant.
REGULAR MEETING OFFICE STAFF MEETING COMMISSIONERS
At 9:00 a.m. Chairman Wright opened the Office Administration
Meeting.
CALENDAR WEEK AT A GLANCE COMMISSIONERS
The Board of County Commissioners reviewed their weekly calendar.
PAF/VOUCHERS REVIEW OF PAF’S & VOUCHERS COMMISSIONERS
The Board of County Commissioners approved and signed County
Employee Personnel Action forms and vouchers.
CORRESPONDENCE LOG REVIEW OF CORRESPONDENCE LOG COMMISSIONERS

CITIZEN COMMENT COMMISSIONERS

APPOINTMENT AIRPORT - PAVEL COMMISSIONERS
Commissioner Wachsmith moved to approve the appointment of Sam Pavel
to the Kittitas County Airport Advisory Committee for a three-year
term effective immediately and to end 12/31/2023, (he is completing
a former members term) and to authorize Chair signature on a letter
of appointment. Commissioner Osiadacz seconded. Motion carried 3-0.
LETTER WUTC – KITTITAS COUNTY COMMISSIONERS
Commissioner Wachsmith moved to approve and authorize Board
signature on a letter to the Washington Utilities and Transportation
Commission regarding the Rural Digital Opportunity Fund (RDOF)
recipients in Washington State, as presented. Commissioner Osiadacz

seconded. Motion carried 3-0.
LETTER HOPESOURCE COMMISSIONERS
Commissioner Wachsmith moved to approve Board signature on a letter
of support for HopeSource regarding additional units for the County
homeless stock, as well as additional affordable low-income housing.
Chairman Osiadacz seconded. Motion carried 3-0.
DISCUSSION EXECUTIVE MGMT DEV. COMMITTEE COMMISSIONERS
Commissioner Wright asked the Board if they had considered who they
would like on the Executive Management Development Committee that
will be tasked with development for the possible County
Administrator structure etc., The Board determined that they would
like to see the following County Staff on the Committee: Patti
Stacey, Julie Kjorsvik, Doug Fessler, Eileen Murphy, and as needed
the County Auditor, they stated they would keep thinking if others
made sense.
DISCUSSION COUNTY FACEBOOK COMMISSIONERS
The Board determined that for the week of September 11, 2023, they
would post on their Facebook page the following: The Upper County
Townhall Press Release; 9/11 Proclamation; Ellensburg’s Downtown
Bite of the Burg announcement.
UPDATE BOCC/ DEPARTMENT HEAD REPORTS COMMISSIONERS
Each Commissioner was assigned three different Department Heads to
meet with on a weekly basis for the year. The assignments for 2023
were determined at the Board of County Commissioners Office Admin
meeting earlier on and they will continue to provide updates at
future meetings.
Each Commissioner reviewed discussions held with their respective
departments and exchanged details of those meetings.
UPDATES BOCC/WHITE BOARDS COMMISSIONERS
The Board reviewed their updates/edits to each of their white
boards.
OTHER BUSINESS/GENERAL UPDATES
There were general updates on meetings & conversations that the
Board participated in, individually over the past week.
