Public Works has also been asked to provide these services for the City of Cle Elum First Street Downtown Revitalization — Phase 3 project. The interlocal agreement for this project is the same and has been reviewed and approved by the County Prosecuting Attorney for previous phases, with the only revision being to the project name and description. LEAD STAFF: Joshua Fredrickson RECOMMENDATION: Informational briefing — no Board of County Commissioners (BoCC) action is required. BRIEFING SUMMARY: • Possible redistribution funding from Washington State Department of Transportation (WSDOT) may become available for shovel ready projects. • Vantage Highway surfacing between MP 2.027 and MP 6.570 is in need of repairs. • Funding has been requested for resurfacing Vantage Highway. • Obligation of any awarded funds is needed by the end of September. BACKGROLINI D: In early June, Kittitas County was informed that there may be a surplus of Surface Transportation Block Grant (STBG) funds available to Local Agencies that have shovel ready projects able to obligate funding by mid -September of the current year. Public Works has identified the repaving of Vantage Highway from City of Ellensburg limits to No. 81 Road as a project that meets the criteria of this funding. DISCUSSION: Resolution 2023-109 authorized CRP No. 317-23 for a project on Vantage Highway to grind and replace the existing top layer of asphalt within the existing pavement limits. Limits of the proposed paving is proposed between MP 2.027 and 6.570, City limits to No. 81 Road. Kittitas County Public Works staff will perform design and construction management. A request has been made for the full project length. The current estimated total cost of the project is $3,950,000.00. The funding source requires a 13.5 percent match in local funds for construction, estimated at $534,000.00. Final notification of the amount awarded for the Vantage Highway Paving project is not yet known. Federal funding made available through WSDOT requires conformance with the Local Agency Guidelines including documentation and Project Prospectus. This prospectus identifies the source and estimated amount of funding. Documentation is required prior to releasing funds. Notice of redistribution of Federal fiends is expected to occur in September with the requirement to obligate funding by the end of September. Traffic and speed data was collected at mile post 0.39. This road segment has 27 percent truck traffic within the average daily traffic distribution of vehicle size. Traffic at this location is split 53.9% northbound and 46.1 % southbound. Overall 85 h percentile speed at this location is 48.0 MPH, with directional speeds of 45.7 MPH northbound and 50.3 MPH southbound. DISCUSSION: 85'' percentile speeds show traffic is operating at a speed greater than the current posted speed limit of 35 MPH. The 8511 percentile speeds suggest this roadway segment is more accommodating to an increased speed than the current posted speed limit. The roadway alignment is tangent through this section. There are 22 approaches along this section of Wilson Creek Road, primarily serving residential uses. Other users include agricultural use. There was one recorded crash along this roadway in the previous five years. The cause of the crash was due to an animal in the road. Do not click links, open attachments, fulfill requests, or follow guidance unless you recognize the sender and have verified the content is safe. Commissioners I would like to amend my request for an increase of speed on Wilson Creek Road to include the segment from the Vantage Highway to Judge Ronald Road along with the original request of Judge Ronald to Game Farm Road. I was anticipating the traffic counter being installed at the midpoint of Game Farm and Judge Ronald Road. Instead it was installed at the midpoint of Vantage Highway and Game Farm Road. The 85th percentile guideline for speed is based on "free flowing traffic". My intention was to break my request into two separate requests because of my concern of the "damping effect' of the 35 mph posted sign on "free flowing traffic" by the midpoint of the Vantage Highway to Game Farm. There is no 35 mph damping effect on Wilson Creek Road, the counter located at the midpoint of Vantage Highway to Game Farm Road yield a combined 85% percentile speed of 48.2 mph. The counter located on Wilson Creek in front of my front porch in a free flowing section of Wilson Creek yielded a 85% percentile of 55.4 mph. Currently 85.8% of the vehicles using Wilson Creek exceed the speed limit at the midpoint of the 35 MPH zone. . Raising the speed limit to 50 mph will probably bring the public compliance to the posted speed to 85%-95% with no enforcement action required. Cook RECOIVIMENDATION: Direct staff prepare enabling legislation for Board action. BRIEFING SUMMARY: • Public Works (PW) has completed developing a scope of work and fee proposal with CONSOR (public outreach consultant). • The proposed work plan supports Road Fund levy efforts fall of 2024. • PW desires executing a Task Order Contract with CONSOR and beginning outreach efforts fourth quarter of 2023. BACKGROUND: For the past several months, PW has been working with CONSOR (selected outreach consultant) developing a service proposal for Board of County Commission (BoCC) consideration. A draft scope of work and fee supporting the 2024 Road Fund levy election is now ready for BoCC review. DISCUSSION: PW proposes having CONSOR initially interview a selected group of community leaders (BoCC selected) vetting our proposed levels of future service assuming levy rates remain unaltered or that our current service levels remain in place with a Road Fund levy lift. A complete scope of work and fee estimate is attached as EXHIBIT 1 and summarized below for BoCC consideration. • CONSOR interviews 12-15 BoCC identified stakeholders. • Two focus groups are formed and interactions with CONSOR are documented. • A telephonic survey is conducted. • Election messaging and campaign materials are prepared. Campaign outreach is conducted. FISCAL IMPACTS: The cost of conducting the proposed scope of work is $85,840. ATTACHMENTS: EXHIBIT 1: CONSOR SOW AND FEE PROPOSAL Page 1 of 2 Public Works "Work Session Staff Report", 2023 EXHIBIT 1: CONSOR SOW AND FEE PROPOSAL Page 2 of 2 Public Works "Work Session Staff Repore', 2023 2024 Road Fund Levy Election Public Outreach Campaign Suggested Staff Scope of Work July 19, 2023 TASK ONE: RESEARCH Public Works (COUNTY) staff will provide a listing of elected officials and key community members for CONSOR (CONSULTANT) to interview. CONSULTANT will advise on potential interview candidates and develop interview questions designed to elicit a likely level of support from interviewees towards increasing the Road Fund Levy amount. CONSULTANT will interview 12 to 15 people over the phone and compile the responses into a summary document and meet with staff presenting interview results. DELIVERABLE: Interview summary with a presentation of results to COUNTY. BUDGET: $9,537 2. TASK TWO: FOCUS GROUP DEVELOPMENT CONSULTANT will meet with the Board of County Commissioners in an open public meeting (scheduled by COUNTY) discussing likely critical stakeholders, key public officials and influential community members discussing formulation of focus groups. The focus group participants will be recruited randomly from voter lists and will be solicited specifically to examine the state of transportation assets in Kittitas County and test proposed levels of service as advanced in the COUNTY's Ten -Year Asset Management Plan. CONSULTANT will conduct two in -person focus group sessions with up to 10 participants in each session and will inform COUNTY of focus group results and advise any suggestions impacting the proposed levels of service or levy vote schedule. This task includes recruitment, focus group moderation, video and transcripts, analysis, a full report, and a presentation. DELIVERABLE: Results from two focus groups reacting to proposed transportation levels of service and recommendations for any necessary adjustments to proposed service levels; topic guide; report and presentation BUDGET: $25,638 3. CONDUCT COUNTYWIDE TELEPHONE SURVEY The CONSULTANT will conduct a statistically valid countywide telephone survey of likely voters to gauge the level of support for the Road Levy and to test messaging. The CONSULTANT will work with the COUNTY to develop 5 to 7 survey questions and the CONSULTANT will conduct and report the Results of the survey. The CONSULTANT will target approximately 200 likely county voters in the survey. Page 1 of 2 DELIVERABLE: Survey; Results from the survey presented in a report and PowerPoint, both in graphic format. BUDGET: $23,990 4. TASK FOUR: DEVELOP THE ELECTION MESSAGE AND CAMPAIGN MATERIALS Using results from Tasks Two and Three and any COUNTY adjustments to proposed transportation levels of service, develop the election message and outreach campaign materials. This task will include developing a campaign theme, potentially up to 5 top level messages, and up to 10 supporting messages. Materials will include one printed and electronic fact sheet, website content, social media posts, and FAQs. CONSULTANT will present draft election theme, messages, and draft campaign materials to focus groups from Task Two and advise COL'L',-TTY of any desired adjustments from focus groups. DELIVERABLE: Election message and campaign materials _ BUDGET: $18,370 5. TASK FIVE: DEVELOP OUTREACH CAMPAIGN STRATEGY AND IMPLEMENT CONSULTANT will prepare an outreach campaign strategy and implement the campaign with support from COUNTY. It is anticipated that various outreach techniques will be utilized such as telephone outreach, enlisting levy champions to communicate messaging, webinars with questionaries and other proven industry techniques. CONSULTANT will advise the COUNTY on where to target efforts and the probable costs of each outreach element. COUNTY will lead or support CONSULTANT efforts as identified in the campaign strategy. CONSULTANT will identify who is to lead securing various campaign products (CONSULTANT or COUNTY) and any third -party vendors likely for support. DELIVERABLE: Road Fund Levy election campaign materials and delivery of the election campaign; campaign schedule. BUDGET: $8,305 TOTAL BUDGET: $85,840 Page 2 of 2 KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS PUBLIC WORKS -- BOARD OF COUNTY COMMISSIONERS 2023 STUDY SESSION STAFF REPORT STUDY SESSION DATE: August 28, 2023 TOPIC: Alliance Road and Coal Mines Trail Access ACTION REQUESTED: Direct Staff LEAD STAFF: Mark R. Cook RECOMMENDATION: Direct staff verify interest to dedicate the remainder of Alliance Road and then pursue a lodging tax grant improving Alliance Road and associated parking for Coal Mines Trail access. BRIEFING SUMMARY: • Alliance Road is currently privately owned. • An attempt to bring the road onto the county public road network stalled in 2009 following the adoption of a portion of the road (milepost 0+00 to 0+0.11) associated with the relocation of Shaft Street. • Records indicate that material testing supports the need for an additional two - tenths of one foot of hot mix asphalt to meet design standards. • It appears the current turnaround at the end of the road is being used for parking accessing the Coal Mines Trail. • Public Works proposes verifying interest in roadway dedication by the current owner. • Public Works desires improving the roadway, widening to support roadside parking, and bringing the road onto the public road system. BACKGROUND: A portion of Alliance Road was dedicated and brought onto the public road system with Resolution 2009-38. Efforts then appear to have stalled supporting fiirther dedication. It appears improving the road to a public standard and bringing the remainder of Alliance Road onto the public road system is in the best interest of the public. DISCUSSION: It appears that during final construction inspection a deficiency in roadway structural integrity was affirmed during material testing. The record then appears to be silent (2009 timeframe). The road is prepared for dedication with the recording of Crystal Creek Division II Short Plat (auditors filing number 200512140009). The road is currently used by individuals seeking access to the Coal Mines Trail. A quit claim deed is required for the remainder of Alliance Road and end of road turnaround area. Cook RECOMMENDATION: Direct staff verify the number of cameras needed for countywide deployment and provide an inventory of possible revenue sources offsetting the cost of camera deployments. BRIEFING SUMMARY: * Pano Al provides hardware and software supporting remote fire detection. The service is subscription based. * The subscription is "turnkey". * The Washington Department of Natural Resources (WADNR) is deploying use of Pano AI in key locations (21) statewide. • Oregon began with three cameras three years ago and now supports 31. BACKGROUND: Pano AI utilizes remote camera deployments coupled with artificial intelligence and machine learning to create a fire detection network. Once a 100-meter smoke plume is detected, humans evaluate the detection and determine validity resulting in a notice to fire suppression personnel. Email and text message provide a bearing or triangulated coordinates. DISCUSSION: WADNR is deploying Pano Al at key locations in the state. One site is in the Naneum. One site is in Ellensburg. No sites are forecast for Cle Elum Ridge or the Teanaway. It is likely that Suncadia will provide a site for deployment (we permitted a cellular tower several years back in Tumble Creek) and we may be able to find another partner proximate to Cle Elum Ridge and/or Salmon La Sac. The service negotiates hosting fees, provides camera installation and deployment along with maintenance service. Cameras and associated software come with the subscription fee of $50,000 per camera per year. In consideration of providing fire suppression services to lands owned by the Nature Conservancy, it might make sense to approach TNC to define their level of participation in camera deployment. Our federal partners might also be able to support a camera deployment in Salmon La Sac. It is presumed that a total of six to eight cameras will likely be desired forming a countywide observation Page 1 of 3 Public Works "Work Session Staff Report", 2023 network. A cooperative might be formed between fire districts, the county, Suncadia, TNC providing sufficient cost share making a Pano Al deployment possible in the county. The apparent success of cameradeployments in Oregon is encouraging when coupled with the pending deployment by WADNR. Oregon initially deployed three cameras three years ago and now supports a network of 31 cameras. FISCAL IMPACTS: Presuming eight cameras are deployed countywide, $400,000 per year is required. A staff review of possible use of lodging tax is not favorable. An ongoing revenue source is needed to offset impacts on the general fund.
