AUTHORIZING CHAIR SIGNATI]RE ON TASK ORDER NO. 1 WITH CONSOR NORTH
AMERICAO INC' FOR PUBLIC OUTREACH CAMPAIGN SERVICES
WHEREAS: Kittitas County Public Works (Public Works) procured on-call professional Public
Outreach services from Consor North America, Inc. (Consor) in December 2022; and
WHEREAS:Public Works has the need to begin Public Outreach Campaign Services supporting a
2024 Road Fund Levy Election to continue servicing the road network of Kittitas County;
and
Consor and Public Works have finalized a scope of work for a Public Outreach Campaign
for a2024 Road Fund Levy Election; and
The prepared scope of work and fee for said Public Outreach Campaign for a 2024 Road
Fund Levy Election is in the amount of $85,840.00.

NOW' THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best interest
of the public, does hereby authorize the Chair's signature on Consor North America, Inc. Task Order No.
1 for a Public Outreach Campaign for a2024 Road Fund Levy Election in the amount of $85,840.00.

2024 Road Fund Lew Election
Public Outreach Campaisn Scope of Work
TASK ONE: RESEARCH
Public Works (COLINTY) staffwill provide a listing of elected officials and key community
members for CONSOR (CONSUUIANT) to interview. CONSUUIANT will advise on
potential interview candidates and develop interview questions designed to elicit a likely
level of support from interviewees towalds increasing the Road Fund Levy arnount.
CONSULIANT will interview l2 to 15 people over the phone and cornpile the responses into
a summaly document and meet with staffpresenting interview results.
DELIVERABLE: Interview summary with a presentation of results to couNTy.
BUDGET: $9,537
CONSULTANT will meet with the Board of County Cornmissioners in an open public
meeting (scheduled by COUNTY) discussing likely critical stakeholders, key public officials
and influential community members discussing formulation of focus groups. The focus
group participants will be recruited randomly from voter lists and will be solicited
specifically to examine the state of transportation assets in Kittitas County and test proposed
levels of sel'vice as advanced in the COTINTY's Ten-YearAsset Management Plan.
CONSULIANT will conduct two in-person focus group sessions with up to 10 participants in
each session and will infornr COI-INTY of focus group results and advise any suggestions
impacting the proposed levels of service or levy vote schedule. This task includes
recruitment, fbcus group moderation, video and transcripts, analysis, a full report, and a
presentation.
DELIVERABLE: Results from two focus groups reacting to proposed transportation levels
of selvice and recommendations for any necessary adjustments to proposed service levels;
topic guide: report and presentation

3. TASK THREE: CONDUCT COUNTYWIDE TELEPHONE SURVEY
The CONSUUIANT will conduct a statistically valid countywide telephone survey of likely
voters to gauge the level of supporl for the Road Levy and to test messaging. The
CONSULTANT will work with the COUNTY to develop 5 to 7 survey questions and the
CONSULIANT will conduct and report the Results of the survey. The CONSULTANT will
target approxirnately 200 likely county voters in the survey.
DELIVERABLE: Survey; Results from the survey presented in a report and Powerfoint,
both in graphic format.
BUDGET: $23,990
Using results fiom Tasks Two and Three and any COUNTY adjustments to proposed
transporlation levels of selvice, develop the election message and outreach campaign
materials. This task will include developing a campaign theme, potentially up ro 5 top level
messages, and up to l0 supporting messages. Materials will include one printed and
elecfionic fact sheet, website content, social media posts, and FAQs. CONSULTANT will
present dlaft election theme, messages, and dmft campaign materials to focus groups fi.om
Task rwo and advise COIJNTY of any desired adjustments fiom focus gloups.
DELIVERABLE: Election message and campaign materials.
BUDGET: $18,370
TASK FIVE: DEVELOP OUTREACH CAMPAIGN STRATEGYAND IMPLEMENT
CONSULIANT will prepare an oufieach campaign strategy and implement the campaign
with supporl fiom COUNTY. It is anticipated that vadous outreach techniques will be
utilized such as telephone oufieach, enlisting levy champions to communicate messaging,
webinars with questionaries and other proven industry techniques. CONSULIANT will
advise the COTINTY on where to target efforts and the probable costs of each outreach
element. COLINTY will lead or support CONSULIANT efforts as idenrified in the campaigp
strategy. CONSULIANT will identify who is to lead securing various campaign products
(coNsuutANT or couNTY) and any third-pafiy vendors likely for supporr,
DELIVERABLE: Road Fund Levy election campaign materials and delivery of the election
campaign; campaign schedule.
