Meeting called to order at 10:02am
Jesse Cox stepped to the microphone and reviewed the staff report requesting that the Board of Health and Board
of County Commissioners approve the proposed changes to the Kittitas County Water Code. Arden Thomas
stepped to the microphone and reviewed the language changes being considered for water mitigation regarding
cistern water suppliers and short plat requirements for water. All the water codes with minimal changes or
language change are listed below:
13.03.020- Cistern System
13.03.110-Individual Water System
13.03.XX-Road (New definition for Road added)
12.03.230-Water Quality Test
13.20.030-Notification
13.20.040-Well Location and Access
13.25.020-Applicability
13.25.080-Cistern System: Source Requirements
13.30.080-Group B Water System -Bonding
13.35.020-Applicability
13.40.010-Eligability
A copy of the redline water code was sent off to stakeholders in February. They were given thirty days to review
and reply with any concerns or recommendations. Any recommendations were considered and/or incorporated
into the redline document. Jesse reviewed all recommended changes and asked the board to approve the changes
to the Kittitas County Water Code.
The group discussed some of the recommended changes and staff answered questions. Commissioner Wright
asked for the definition of "Road" and questioned adequate water determination for platting and building process.
Jesse addressed both questions.

Fred Talerico stepped to the microphone and stated that he has a class B well and has recently received a bill for
his well and wondered where the county was getting this fee from. There was nothing on the bill that states how
much water was used and would like to be contacted with some information.

Motion 06-02: Motion to approve the BOH Resolution 2023-001 to Recommend Amendments to Chapters 13.03,
13.20, 13.25, 13.30, 13.35, and 13.40 of the Kittitas County Code. Dr. John Asriel moved to approve the BOH
Resolution 2023-001 to Recommend Amendments to Chapters 13.03, 13.20, 13.25, 13.30, 13.35, and 13.40 of the
Kittitas County Code. James Donaldson second. All approved. Motion 06-02 carried to approve the BOH
Resolution 2023-001 to Recommend Amendments to Chapters 13.03, 13.20, 13.25, 13.30, 13.35, and 13.40 of the
Kittitas County Code.

Discussion amongst board members to amend the presented BOCC Ordinance 2023-005 to Amend Chapters 13.03,
13.20, 13.25, 13.30, 13.35, and 13.40 of the Kittitas County Code. Commissioner Wright directed Jesse Cox,
Environmental Heath Supervisor, to number the Road definition and include the following definition of road
language:
The meaning of road for this Section 13.03.175 will be updated to state that it shall include but is not limited to,
any country, state or federal right of way and any private road in accordance with Kittitas County Code Chapter 12
Definitions and Abbreviations. Driveways as defined in Kittitas County Code Chapter 12 are not considered roads
under this Chapter.
Motion 06-03: BOCC Ordinance 2023-005 to Amend Chapters 13.03, 13.20, 13.25, 13.30, 13.35, and 13.40 of the
Kittitas County Code as amended. Cory Wright moved to approve the BOCC Ordinance 2023-005 to Amend
Chapters 13.03, 13.20, 13.25, 13.30, 13.35, and 13.40 of the Kittitas County Code as amended. Laura Osiadacz
second. All Approved. Motion 06-03 carried to approve BOCC Ordinance 2023-005 to Amend Chapters 13.03,
13.20, 13.25, 13.30, 13.35, and 13.40 of the Kittitas County Code as amended.
