Preliminary 2024 Budget Requests –
Summary Presentation and Discussion

BOCC Regular Meeting
Tuesday, September 5th, 2023
Summary:
• Finance Director will provide preliminary figures from compiled countywide budgets
• Materials are not completed as of meeting publication deadline; will be distributed at meeting
Background:
• Deadline is per RCW 36.40.060; “on or before the first Tuesday in September”
• This agenda item concludes the first step in the annual budget development; Departments and Offices
have compiled their budget expense requests and revenue estimates
• This begins the second step of detailed analysis and development of materials for BOCC consideration in
October and November, en route to final, formal adoption in December.
Analysis:
• Prelim figures are a starting point for Finance Director to begin Fund- and Department-level analysis
• Finance staff will begin to prepare materials and summary “dashboards” for October BOCC meetings
• Preparation will entail discussion with department heads to clarify resource requests and other
estimates, and wherever possible to tie requests to service-level objectives and programming
Conclusion / Next Steps:
• Finance Director will review prelim budgets and begin dialogue with Department Directors and Elected
Officials and their designees
• Director will provide update at next Finance Study Session, Thursday, September 21st
• BOCC budget meetings begin on October 2, and run through mid-November
