Approval of Contract for $300,000
ARPA Award to KITTCOM
Meeting

Summary:
• This award has been previously reviewed and informally authorized by BOCC
(Finance Study Session, April 11, 2023)
• Attached contract is based on the previously drafted and approved “happy feet” contract, minus the
lienholder language, which does not apply
• Award agreement stipulates a $300K advance payment for KITTCOM “phase 1” improvements
Background and Analysis:
• Upgrades / repairs span five phases with total estimated cost of $3MM
• Request of $300K from County is for partial Phase 1 cost, which totals $483K
• Phase 1 is for “highest risk for catastrophic failure”, per KITTCOM Director
• Mr. Long will not be present at Sept 5 BOCC meeting due to prior commitments;
staff has elected to bring the item forward regardless, as it has previously been discussed in detail
Conclusion / Next Steps:
• Approve; route for signatures; payment queued for 9/11/2023
