KITTITAS COUNTY <br />Board of County Commissioners <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: September 5, 2023 <br /> <br />ACTION REQUESTED: Conduct a public hearing to consider the proposed increase to <br />the Solid Waste Department Fee Schedule. <br /> <br /> <br />BACKGROUND: The Kittitas County Board of Commissioners has the <br />responsibility of managing the countywide Solid Waste System <br />under terms of RCW 70.95, RCW 36.58 and the Joint Solid <br />Waste Disposal System Agreement of March 12, 1979. The <br />Joint Solid Waste Disposal System Agreement provides for the <br />system to be operated on user fees and that the County Board <br />of Commissioners are obligated to set disposal rates as <br />necessary to cover expenses from user fees. <br /> <br />The Solid Waste Disposal system includes two transfer <br />stations, two household hazardous waste facilities, a compost <br />facility, a limited purpose landfill and septage lagoons. <br /> <br />The Solid Waste Department contracts with Waste <br />Management (WM) to operate the tipping floors and for <br />disposal of municipal solid waste. Waste Management (WM) <br />also manages our recycling and hauling of county CDL and <br />yardwaste. In accordance with the contract Waste <br />Management (WM) is allowed a yearly CPI increase in their <br />contract. <br /> <br />In addition there will be an increase in appliances with CFC’s, <br />Tires and Liquid Waste. These increases in disposal fees are <br />needed to insure that the costs to run the programs are fully <br />funded. <br /> <br /> <br />INTERACTION: Solid Waste, Prosecutors office, and Waste Management <br />(WM). <br /> <br />RECOMMENDATION: Recommend the approval of the proposed resolution setting fee <br />for the Solid Waste Department. <br /> <br />HANDLING: Return to Solid Waste <br /> <br />ATTACHMENTS: Proposed Resolution <br /> <br />LEAD STAFF: Patti Stacey <br /> <br />
