HopeSource has effectively managed and accounted for more than 120 funding contracts from federal, state, and local municipalities with 14 years of unqualified clean audits, including the Youth Homelessness Demonstration Program, Consolidated Homeless Grant, Housing and Essential Needs, Supportive Services for Veteran Families, McKinney-Vento homeless shelters, HUD, Rural Development, Housing Trust Fund, Housing Finance Commission, and local, private funding. HopeSource has served homeless and at-risk veterans, individuals with disabilities, seniors, homeless youth and young adults, and low-income families with offices and staff in Kittitas County since 1967. Offices and staff in Grant and Chelan Counties have been offering housing services since 2015. HopeSource has been operating rapid rehousing programs for over 50 years and has an average exit to permanent housing rate of 98%. HopeSource has been operating the HUD Youth Homelessness Demonstration Project (YHDP) since its inception in 2019 and administers the grant in Kittitas, Grant, Adams, and Okanogan County. YHDP serves homeless youth, ages 18-24, by providing rapid rehousing, transitional housing, support services, and outreach. HopeSource is the direct service provider in Kittitas County. Between October 2020 and December 2022, the YHDP grant served 337 youth and young adults in Kittitas County. Through the program, vulnerable youth in Kittitas County received emergency housing, permanent housing, case management, connections to community services, and family reunification. HopeSource received state legislative funding to purchase and furnish the Pine Place Apartments, an 18-unit building dedicated to homeless youth in Kittitas County. The project includes four units dedicated to transitional housing and sixteen for income-based permanent housing. To operate the YHDP program, HopeSource must provide a 25% cash match to the project's total cost. Per the 2022 HUD monitoring, HUD asks that match funding come from local community sources rather than direct grantees. HopeSource has historically provided the match dollars internally, most recently by leveraging federal CARES Act funding. However, this funding is set to expire. HopeSource is requesting the $55,000 annual match funding from Kittitas County to show community support and continue serving vulnerable youth. Doc ID: ae10d54fbe380e1ba2aaeeb1402b73f011691b81 3.County Priorities: Indicate which of the following priorities are being addressed by the proposed project and how you intend to address them.  (Select all that apply and give a brief 100 word description for each selected.) Quickly identify and engage people experiencing homelessness. Prioritize housing for people with the greatest needs. Operate an effective and efficient homeless crisis response system that swiftly moves people into stable permanent housing. 6 ✔ ✔ ✔ Outreach and identification are accomplished through field visits to all areas and businesses where homeless youth are likely to spend time. We track all outreach efforts weekly to ensure anyone experiencing homelessness is identified and given continued opportunities to receive assistance. We work closely with the City Homelessness Task Force to come alongside individuals identified as homeless with high vulnerability and currently unengaged needing services. Intakes include an internal assessment designed for each demographic we serve to determine each client's level of vulnerability and to develop a stability plan best suited to the needs of each client. Literally homeless households receive priority over households that are imminently at risk. The CE system, operated by HopeSource, has all households complete a standard assessment survey. Tools and assessments are designed to be easily understood by youth and to reflect the participants' strengths, goals, risks, and protective factors. The Kittitas County Continuum of Care Coordinated Entry System for homeless individuals has been created to better maximize community resources and quickly re-house homeless individuals or prevent eviction. Using a web-based entry system that can be accessed from any computer or phone, the system is positioned to deliver information to the entire housing provider network immediately in one step, avoiding the need to go "door to door" for assistance. Agencies then communicate among themselves to determine the applicant's best choice and prioritize services. The client is then contacted for a full intake with the best agency to meet their needs. Doc ID: ae10d54fbe380e1ba2aaeeb1402b73f011691b81 Project the fully implemented local plans on the number of households housed and the number of households left unsheltered, assuming existing resources and state policies. Address racial disparities amongst people experiencing homelessness. 7 Other information you think would be beneficial for the Committee to know. ✔ HopeSource recognizes that race and economic status can significantly limit the opportunities of program participants and acknowledge the unequal impact of these factors, and works to prepare program participants to overcome systemic racism in housing, education, asset building, income, employment, and access to high-quality food. HopeSource believes it is necessary to oppose all forms of racism, intentional and otherwise. HopeSource has worked for the past three years with the Washington State Community Action Partnership in its education, training, and research into Diversity, Equity, and Inclusion and has adopted the learning from that work in all its programs. Doc ID: ae10d54fbe380e1ba2aaeeb1402b73f011691b81 4.Partnerships: List your key community partnerships for the proposed project and what their role will be. (250 words max.) 8 HopeSource client advocates and managers regularly collaborate with and refer to the Housing Authority for VASH and Section 8 housing vouchers; Comprehensive Healthcare for mental health services; WorkSource for employment search and preparation; DSHS-SNAP for temporary financial benefits; the SOAR program; Central Transit, HopeSource Dial-A-Ride, and The Apple Line for coordination of transportation services; RSVP for insurance questions; Kittitas County Commissioners and the Cities of Ellensburg and Cle Elum for homeless programs; Central Washington Disability Resources for training and disability support; FISH for food and social support; the Free Clinic Dental & Vision; and the Methodist Clothing Bank. The availability of dedicated funds for this target population frees up other funding to serve vulnerable Kittitas County households that do not meet YHDP eligibility. Operation of the YHDP program directly led to the acquisition of Pine Place, which added 18 units of affordable housing stock to the County. Doc ID: ae10d54fbe380e1ba2aaeeb1402b73f011691b81 6.Sustainability: Describe your ability, experience, and resources to implement and sustain the project during the term of the project. (250 words  max.) 10 HopeSource's YHDP contract renews annually and will remain available if match funds are secured. HopeSource's executive management team and Board of Directors are constantly developing plans to build reliable funding sources to support housing programs, augmented by braided contract funding available through federal, state, and local grants, strengthening fundraising capacity through sustainable relationships with local corporations and small businesses, and special events. Through a robust fundraising plan combined with a community culture of philanthropy, HopeSource will sustain, expand, and scale its programs to serve the community effectively and for the long term. HopeSource pays attention to every opportunity to decrease costs so that funding goes directly to serving vulnerable households. HopeSource financial controls include adherence to Fiscal Policies supported by OMB Circular requirements and accounting practices. HopeSource is audited annually by an external accounting agency and has received 14 consecutive clean audits. HopeSource has effectively managed and accounted for more than 120 contracts for funding from federal, state, county, and municipal entities, private foundations, and donations for over 50 years. HopeSource has successfully operated grants from the Veteran's Administration, the Washington State Department of Commerce, the Washington State Department of Transportation, and County homeless and affordable housing, including emergency services, emergency shelters, new affordable housing projects, and tax credit rehabilitation housing projects.
