AGENDA SESSION STAFF REPORT
AGENDA SESSION DATE: August 15, 2023
ACTION REQUESTED: Request to Approve a Resolution selecting Consolidated
Communications, Inc. for Design and Build of
Broadband Networks in the Thorp and Edgemont
Unincorporated Areas of Kittitas County and authorize
the Public Works Director to negotiate and execute a
Professional Services Agreement.
BACKGROUND: On April 18, 2023, the Kittitas County Board of County
Commissioners authorized advertisement of a request for
statement of qualifications for Design and Build of
Broadband Networks in the Thorp and Edgemont
Unincorporated Areas of Kittitas County.
INTERACTION:
Two (2) submittals were received by the closing date of
June 2, 2023, and was reviewed by a team of Kittitas
County staff.
Staff is recommending that Consolidated
Communications, Inc. be the selected firm for this
project.
Public Works.
RECOMMENDATION: Approve the Resolution selecting Consolidated
Communications, Inc. for Design and Build of
Broadband Networks in the Thorp and Edgemont
Unincorporated Areas of Kittitas County and authorize
the Public Works Director to negotiate and execute a
Professional Services Agreement.

RESOLUTION NO. 2023 -
AUTHORIZING THE SELECTION OF CONSOLIDATED COMMUNICATIONS, INC.
FOR DESIGN AND BUILD OF BROADBAND NETWORKS IN THE THORP AND
EDGEMONT UNINCORPORATED AREAS OF KITTITAS COUNTY AND
AUTHORIZE THE PUBLIC WORKS DIRECTOR TO NEGOTIATE AND EXECUTE A
PROFESSIONAL SERVICES AGREEMENT FOR SAID PROJECT
WHEREAS: Kittitas County Public Works advertised a Request for Statement of
Qualifications for the Design and Build of Broadband Networks in the Thorp and
Edgemont Unincorporated Areas of Kittitas County in April and May of 2023;
and
WHEREAS: Submittals were due on June 2, 2023; and
WHEREAS: Two (2) qualified firms submitted their qualifications for review; and
WHEREAS: A team of Kittitas County staff reviewed the submittals and recommends
Consolidated Communications, Inc. to be the selected firm for said services.
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best
interest of the public, does hereby select Consolidated Communications, Inc. for
Design and Build of Broadband Networks in the Thorp and Edgemont
Unincorporated Areas of Kittitas County and authorize the Public Works
Director to Negotiate and Execute a Professional Services Agreement for said
project.
