COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
CONFERENCE ROOM
SPECIAL MEETING
TUESDAY 9:00 A.M. AUGUST 8, 2023
Board members present: Chairman Cory Wright, Vice Chairman Brett
Wachsmith and Commissioner Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator; Mark Cook, Public
Works Director/CDS Director; Brian Carlson, Budget & Finance
Director.
SPECIAL MEETING EXECUTIVE SESSION COMMISSIONERS
At 9:02 a.m. Chairman Wright opened a Special Meeting and announced
the Board would recess into an Executive Session under RCW
42.30.110(g) To evaluate the qualifications of an applicant for
public employment or to review the performance of a public employee.
However, subject to RCW 42.30.140(4), discussion by a governing body
of salaries, wages, and other conditions of employment to be
generally applied within the agency shall occur in a meeting open to
the public, and when a governing body elects to take final action
hiring, setting the salary of an individual employee or class of
employees, or discharging or disciplining an employee, that action
shall be taken in a meeting open to the public, for 30 minutes with
Mark Cook, Public Works Director/CDS Director; Brian Carlson, Budget
& Finance Director. Possible action was anticipated.
Director Cook and Budget & Finance Director Carlson left the
meeting at 9:26 a.m.
At 9:32 a.m. the Board reconvened out of Executive Session. No
action was taken.
At 9:32 a.m. Chairman Wright announced the Board would recess back
into Executive Session for 15 minutes to evaluate the qualifications
of an applicant for public employment or to review the performance
of a public employee. However, subject to RCW 42.30.140(4),
discussion by a governing body of salaries, wages, and other
conditions of employment to be generally applied within the agency
shall occur in a meeting open to the public, and when a governing
body elects to take final action hiring, setting the salary of an
individual employee or class of employees, or discharging or
disciplining an employee, that action shall be taken in a meeting
open to the public. Possible action was anticipated.
At 9:47 a.m. the Board reconvened out of Executive Session. No
action was taken.

At 9:47 a.m. Chairman Wright announced the Board would recess back
into Executive Session for 2 minutes to evaluate the qualifications
of an applicant for public employment or to review the performance
of a public employee. However, subject to RCW 42.30.140(4),
discussion by a governing body of salaries, wages, and other
conditions of employment to be generally applied within the agency
shall occur in a meeting open to the public, and when a governing
body elects to take final action hiring, setting the salary of an
individual employee or class of employees, or discharging or
disciplining an employee, that action shall be taken in a meeting
open to the public. Possible action was anticipated.
At 9:49 a.m. the Board reconvened out of Executive Session. No
action was taken.
At 9:49 a.m. Chairman Wright announced the Board would recess back
into Executive Session for 5 minutes per RCW 42.30.110 (b) To
consider the selection of a site or the acquisition of real estate
by lease or purchase when public knowledge regarding such
consideration would cause a likelihood of increased price, with Mark
Cook, Public Works Director/CDS Director. Possible action was
anticipated.
At 9:54 a.m. the Board reconvened out of Executive Session.
Direction to Staff to discuss and negotiate the acquisition.
Meeting adjourned at 9:54 a.m.
