AGENDA STAFF REPORT
AGENDA DATE: August 1, 2023
ACTION REQUESTED: Request to Approve a Resolution awarding funding for a
Grant pursuant to the Washington Association of Sheriffs and Police Chiefs (WASPC)
Registered Sex Offender Address and Residency Verification Program for 2023-2024.
BACKGROUND: State funding was allocated to local law enforcement to verify the
address and residency of all registered sex offenders and kidnapping offenders under
RCW 9A.44.130. The grant award is effective July 1, 2023 and expires on June 30, 2024.
Quarterly grant reports are to be completed electronically and emailed to RSO
coordinators. Reports must be received by WASPC prior to grant payments being issued
to KCSO. These funds are required to be used for face-to-face verification of a sex
offender's address at their reported place of residency. The frequency of these
verifications depends on the offender's Level (i.e., the degree of public safety risk
presented by the offender). Total award for 2023-24 is $70,000.00.
INTERACTION: This interagency agreement was reviewed and approved by the
Kittitas County Prosecutor's Office,
RECOMMENDATION: Approve a Resolution awarding funding for a Grant pursuant
to the Washington Association of Sheriffs and Police Chiefs (WASPC) Registered Sex
Offender Address and Residency Verification Program for 2022-2023.
HANDLING: Please return one fully executed original to KCSO.
