AGENDA STAFF REPORT
AGENDA DATE: August 1, 2023
ACTION REQUESTED: Request to Set a Public Hearing for August 15, 2023 at
2:00 pm to consider a Drought Auction.
BACKGROUND: On July 24, 2023, the Department of Ecology issued a
drought emergency covering the Lower Yakima, Upper
Yakima, and Naches Water Resource Inventory areas. With
this drought declaration the Department of Ecology may
issue emergency permits for water and approve temporary
transfers of water rights.
Kittitas County is considering making a portion of its water
rights portfolio available through a temporary leasing
agreement. A Public Hearing to consider a minimum bid
price and auction date is required to make these water right
assets available for 2023 drought response.
INTERACTION: Public Works
RECOMMENDATION: Set a Public Hearing for August 15, 2023, at 2:00 PM to
consider a Drought Auction.
HANDLING: Return one original to Public Works.

Water Rights through Public Auction.
