KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />2023 AGENDA STAFF REPORT <br />AGENDA DATE: August 1, 2023 <br />ACTION REQUESTED: Request to approve a Resolution to select Baer Testing for <br />Material Testing Professional Services Contract supporting <br />Public Works for up to a Three -Year period and authorize the <br />County Engineer to execute said contract. <br />BACKGROUND: On September 6, 2022, Public Works received approval to <br />advertise a request for Statement of Qualifications to solicit <br />for professional services which included material testing. <br />Submittals were due October 14, 2022. No submittals <br />received were specific to material testing. Public Works <br />subsequently determined to solicit material testing on a <br />project specific basis. Public Works requested proposals for <br />materials testing for the Manastash Bank Stabilization project <br />in accordance with RCW 39.04.155 Small Works Roster <br />Contract Procedures. Submittals were due to Public Works <br />July 21, 2023. No submittals were received by Public Works. <br />Recognizing the need for outside material testing on projects <br />and having not received any submittals for material testing the <br />previous two solicitations Public Works proposes waiving <br />competitive bidding requirements in accordance with RCW <br />39.04.280 and contract directly with Baer Testing & <br />Engineering, Inc. for material testing. Baer Testing has <br />performed material testing in the past for the County, without <br />issue. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Approve a Resolution to select Baer Testing for Material <br />Testing Professional Services Contract supporting Public <br />Works for up to a Three -Year period and Authorize the <br />County engineer to execute said contract. <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Resolution. <br />LEAD STAFF: Joshua Fredrickson, County Engineer <br />
