2023 STUDY SESSION STAFF REPORT
STUDY SESSION DATE: July 24, 2023
TOPIC: Watershed Task Order Update
ACTION REQUESTED: Acknowledge Task Order Issuance
LEAD STAFF:
Mark Cook and Jamey Ayling.
RECOMMENDATION:
Begin work immediately on the proposed task order developing a buildable lands analysis
for Kittitas County.
BRIEFING SUMMARY:
• Community Development Services (CDS) has negotiated a Task Order (TO) with
The Watershed Group (TWG) developing a buildable lands analysis for Kittitas
County.
• The TO value is approximately $49,000.
• Once Phase One efforts are complete, we will re -assess our need and return to the
Board of County Commissioners if a TO amendment is required.
BACKGROUND:
Immediately following the transfer of CDS to Public Works in June 2023, staff began
negotiating a TO with TWG for a buildable lands analysis of Kittitas County. The first
phase of TO deliverables is anticipated by December 31, 2023.
DISCUSSION:
Completion of Phase One TO deliverables will inform the number of buildable acres in
current rural county land use designations. The results will be utilized to refine the
preliminary scope of work regarding Office of Financial Management (OFM) population
allocations for the rural lands of Kittitas County. Phase Two TO deliverables are
anticipated to be complete ahead of the 2024 comprehensive plan amendment process.
FISCAL IMPACTS:
Phase One TO costs are approximately $49,000.

EXHIBIT 1: SCOPE OF WORK
DCG/Watershed (CONSULTANT) Task Order Suggested Scope of Work — Buildable Lands
Analysis
PHASE I: SCOPING AND DISCOVERY
TASK 1: Project Scopin¢
Phase I will be a collaborative effort to define project goals and necessary courses of action by
the CONSULTANT to develop a clear scope of work and contract amount for Phase II. This
scoping effort will include an initial kick-off meeting between CONSULTANT and STAFF to
identify initial steps, data needs, and data sharing protocols, clarify project goals, and discuss
feasible actions and anticipated analysis for Phase II. This would help us know what is
inaccurate or missing. Following completion of Discovery (Task 2), the CONSULTANT will
meet with STAFF again to report on findings, data gaps, and recommendations for Phase II
elements.
DELIVERABLE: Work product memo laying out a methodology and data needs for Phase II.
TASK 2: Discovery
Subtask A: Collect and review existing geographic information
STAFF will provide CONSULTANT (DCG/Watershed) with an inventory of geographic
information system (GIS) layers resident within its "COMPAS" system. Where possible, STAFF
will provide layer specific data to CONSULTANT supporting an assessment of layer query
potential extracting parcel specific data by land use layer. CONSULTANT will evaluate data and
inform the county on the potential to automate data mining within COMPAS.
DELIVERABLE: Letter report detailing the potential for data mining COMPAS data by land
use layer. CONSULTANT to provide STAFF with GIS data of project progression.
Subtask B: Data gap identification
CONSULTANT will compile a listing of inaccurate or missing necessary land use data following
completion of Subtask A. STAFF and CONSULTANT will meet to discuss the missing data and
evaluate options for completing necessary data sets. It is presumed that CONSULTANT will
identify methodologies dealing with vacant parcels, redevelopment potential on parcels and
advance a method dealing with legal lots created by segregation (now no longer allowed in
County code).
DELIVERABLE: Project team meeting identifying data gaps and necessary actions for closing
the gaps. A list of inaccurate, incomplete, or missing land use data will be developed along with a
strategy for addressing the inaccurate data.
Subtask C: Data gathering.
STAFF and CONSULTANT will work cooperatively to fill identified data gaps necessary for
project work in Phase II.
DELIVERABLE: Best available data set for work in Phase II.
PHASE II: FORECASTING, ANALYSIS, AND CODE AMENDMENTS
The following tasks are anticipated based on County input but are to be refined during Phase I
prior to developing a detailed cost estimate for Phase II.
TASK 3: Land capacity analysis.
Following the methodology developed in Phase I, the CONSULTANT will compile a preliminary
listing of buildable acreage by land use designation. This effort would include the deductions for
setbacks and critical areas developed under Phase I.
STAFF will work with the Office of Financial Management obtaining historic population data in
Kittitas County for the previous 20-year period (2003 — 2023). CONSULTANT will evaluate the
data and may determine the appropriate statistical approach to utilize the data forecasting the
next 30 years following planning horizons for future county population. STAFF will provide
CONSULTANT the population distributions to rural county and cities for the back -cast period.
Using historic distributions, CONSULTANT will develop predictive population model for the
forecast periods for rural Kittitas County.
DELIVERABLE: Letter report identifying forecast county rural population allocation. The
report will also provide recommendations on where current zoning will be a constraint and
potential solutions for planning commission consideration.
TASK 4: Forecast population and zoning capacity analysis.
CONSULTANT will "fit" allocated populations into current zoning designations utilizing results
from TASK 2. CONSULTANT will review Kittitas County's current Growth Management Plan
and advise the county on likely actions needed to accommodate forecast populations in rural
county allocations. It is presumed that the allocated populations will not fit into current zoning
constraints and amendments to the County's zoning code may be appropriate.
DELIVERABLE: Presentation to the Kittitas County Planning Commission summarizing results
from Tasks 1-4.
TASK 5: County code amendments.
CONSULTANT will work with STAFF preparing county code amendments likely to survive
challenges to the County's Growth Management Plan compliance. It is presumed that the
County will be expected to shift forecast populations from TASK 3 to city Urban Growth Areas
(UGAs), as insufficient buildable rural areas are a likely outcome from TASK 4.
DELIVERABLE: Numerous County zoning code amendments for STAFF presentation to the
Planning Commission for Board of County Commission code amendment consideration.
TASK 6: Fiscal analysis.
CONSULTANT will conduct a financial evaluation of insufficient buildable lands and the impact
to critical county services. This would include the loss of tax revenue from re -allocated
populations to city UGAs, presuming TASK 5 cannot accommodate sufficient zoning changes
consistent with GMA constraints.
DELIVERABLE: Letter report detailing the loss of revenue to Kittitas County resulting from
population re -allocation to city UGAs. Assessment of options to recover lost revenue.
TASK 7: Project report.
CONSULTANT will provide a draft project report summarizing deliverables from tasks 1 — 6
with appropriate appendices for technical data. STAFF will provide written comments to
CONSULTANT and CONSULTANT will prepare a final project report.
DELIVERABLE: Final report and backup information.
EXHIBIT 2: COST BREAKDOWN

Phase 1
Task 1: $12, 332
Task 2: $17,329
Subtotal: $29,661
