Following space needs assessment in 2016, DLR Group was hired to assist in developing community outreach to explain the issues and needs of the existing building. Through 2021, DLR Group worked with the County's committee for the courthouse support. The members of the committee were selected by the County and represented interested community members and active citizens that understand the needs of Kittitas County. Together, DLR Group provided an assessment of multiple site options to provide a final community support presentation that would be given to groups and agencies throughout Kittitas County. Upon completion of the presentation, the community group in partnership with the Board of County Commissioners determined that the bond measure required a more detailed and thorough assessment of the needs to be presented prior to the bond measure being put onto the voting ballot. DLR Group did the following further research to provide a more comprehensive substantiation for the bond measure. DLR Group reviewed the previously executed space needs assessment from 2016 to ensure it is still in line with the needs of each department. This assessment includes any modifications that have developed over the COVID pandemic of 2020-2022. DLR Group spoke with all departments included to review these allocations. DLR Group expanded the space needs assessment to include more government departments that were not in the previous assessment because the preferred option was to move out of the downtown core which would require more departments to be relocated to the new location. DLR Group did a space needs assessment for the Sheriff Office and the County Jail because it is anticipated a new jail will be required to accommodate the final build out of the campus for County services. This development was included for future scoping but did not include any building development or cost estimating. 4 NDLRGROUP • DLR Group confirmed the parking counts for each department were consistent with the needs requested in the space needs assessment. • DLR Group developed a written description of a typical courthouse and government department building to provide as much detail as possible in this stage for the cost estimators, Roen Associates. • Roen Associates provided a conceptual cost estimate of anticipated cost that reflects the inflation and cost overruns that have escalated construction costs in 2021 - 2022 above forecasted levels. This estimate is scalable for the future based on known escalation rates that occur to ensure the estimate may be maintained until the project is complete. • DLR Group provided two professional renderings of the preferred option to reflect the caliber and complexity of the project that is estimated. This design reflects a feasible solution that accommodates the space needs and operational efficiencies on the selected site. The building is not fully designed or detailed and is just a conceptual visual of what could be provided within the estimated funding. This study determined that a bond measure should be run for $132,000,000 to cover the project cost and ensure the funding is appropriate for the current and future needs. NEXT STEPS The Board of County Commissioners (BOCC) has been given this report and regular updates on the conceptual design direction. This information shall be incorporated into the presentation to be given to the community groups throughout the entire County prior to the bond measure. Once the BOCC has confirmed the direction and scope to be included on the bond measure, the measure will be put onto the voting ballot for the citizens to move forward. Following approval of the bond measure, it is recommended that the County moves forward with design and construction of the Courthouse and Government Department Buildings to limit the continual escalation. It is anticipated that following final completion of the construction of these buildings and site amenities, the Sheriff Building and County Jail may be completed at the same site. This location has opportunity for continued development, expansion for the growing needs, and access for both Upper and Lower County citizens. Thorough investigation of the existing downtown site was done in tandem to the Airport site. Downtown infrastructure is highly desirable and access for all people within the city of Ellensburg. The available resources in Downtown Ellensburg is a benefit to the operations of the court. However, the available land at the existing location is highly limited for growth and development as the needs for the courthouse grows. The existing facility is highly restrictive for growth and is currently highly undersized. The 6 DDLRGROUP existing conditions were not physically assessed by DLR Group as part of the scope of work, but were described as end of useful life for the required systems throughout all County buildings. To build the required needs for the County Downtown, a parking garage would be required in the preliminary phases of construction in the Downtown core. Additionally, the adjacency of the jail to the courthouse imposed significant construction security concerns during the redevelopment of the courthouse. By constructing in a new location, the courthouse and government departments can stay fully operational until the campus is completed and available for moving in. Phase 1 of the new facility campus at the airport site consists of the Government Building and the Courthouse building. The buildings are adjacent but separated with a area separation joint to allow a separate construction type at the Courthouse because it has a higher construction classification being an essential facility. The courthouse is typically a higher cost per square foot for finishes, security, and Category III essential facility. The government departments will be in the separate building with a shared entrance and security screening point. The site orientation with shared entrance is based on a civic plaza on the east side of the building. This space provides a welcoming entrance for the County departments, a place for meeting and reflection as people come to the courthouse, and outdoor space for staff. Parking for the public, staff, County vehicles, and secure access for the future jail and Sheriff office have been developed on this site to ensure it can accommodate the needs identified. The red buildings of the jail and Sheriff office are provided as Phase 2 construction of the campus and will be required to be issued as a separate bond measure in the future. The property directly to the east of the campus has been preserved for development by other agencies or communities in Kittitas County such as community support, programs, restaurants, shops, etc. Kittitas Count Cot.rrth'ouse Re Iacemen RE -DESIGN REPORT JUNE 14, 2022 7 SPACE NEEDS STUDY The space needs assessment from 2016 was provided to DLR Group, and it was determined there were items not fully included in the preliminary study. To ensure the cost issued in the bond measure is accurate, DLR Group encouraged the County to review the existing information with the departments. Information that is inaccurate or not fully reconciled in bond measures can lead to future issues funding and space requirements. DLR Group reviewed the existing information with each department and revised the numbers in the following matrix. Departments highlighted in green have been provided within the "Government Building" in the conceptual plan. Items highlighted in blue are to be located within the Courthouse building. Items in gray are distributed throughout the complete campus. 8 &DLRGROUP DLR Group also provided a space needs assessment for the Sheriff Office and County Jail to accommodate the full County Campus concept as the preferred option. This information was used to ensure the campus can accommodate the total needs, but was not costed or developed into space needs beyond locations on the campus plan. Kittitas County COurthouse Replacement E DRA T PRE -DESIGN REPORT JUNE 14, 2022 13 STACKING DIAGRAM Additional to the adjacency of the departments is the vertical stacking of the departments in the building. Many departments contend with access to the front entrance, security connections and staff only areas, and the typical floor height for certain services. For example, the courtroom spaces are typically a higher floor to ceiling height for the required visibility and raised dais of the judge for court proceedings. Therefore, understanding what floor and connection each department has to each other is important. All modern courthouses are developed on one fundamental principle of three separate and secured circulation paths - staff, public, and inmate restricted. These paths must be continuous throughout the facility and not be interceded by each other. The stacking diagram for the Kittitas County Courthouse was determined to be a two story structure for both the Courthouse and the Government Building. This would facilitate inmate drop off at the appropriate locations and circulation up to the courtroom holding areas. 14 16DLRGROUP The diagram attached indicates blue areas for the courthouse building and green areas for the Government Building. The vertical circulation provided throughout both buildings are indicated with the designated colors. Yellow bars indicate public elevators; blue bars indicate restricted elevators for staff only; and the red bars are for detention or in -custody circulation. w t6 U) 0 0 co m a) o a 7D > -0v o Z, U U N N 7 o a M N N N C i O N o L v c 3 " U N = O O OL :3 <<m00=a N T— O O J J W W W W J J N v L w N E CL O v CD N Q y+ C N N L E U c E..0 R a Ua_ t N C U R m s i Eu) Oa O O m L U c R L a) :3 > o u JL•- e MASSING AND CONCEPTUAL DESIGN To give the citizens a vision of what the bond measure could develop, DLR Group provided a professional rendering that indicates material, scale, fenestration (windows), and site development of the building that would facilitate the courthouse and department functions. This building has the shared central public entrance off a civic plaza with drought tolerant site landscaping that would be maintainable and appropriate to the area of Ellensburg. The eastern windows along the courthouse building have vertical fins over the windows to mitigate the morning sunlight that would create glare and heat gains that would be moderated throughout the day. The glazing looks into the central public waiting in front of the four courtrooms on the second level. This effect provides calming measures for people that are arriving for their court hearings. The views and connections to the exterior provide appropriate lighting that will minimize energy costs. The views to the exterior have been proven through precedent courthouses to have a direct affect on the people within the space. The government building is similar in scale but has smaller window openings that can be determined to be scalable to the departments within the spaces. Horizontal sunshades are provided on all south windows to ensure glare and heat gain from the region is controlled in the departments. The roof top equipment will be provided for each building as they function separately and are zoned independently. Screening of the equipment is provided because they will be large and visible from the parking areas and vistas approaching the campus. The central entrance is the main feature of the elevation to ensure people who do not frequently come to the campus clearly identify the entrance and are drawn to the center of the building. Wayfinding and signage throughout the building and campus will accompany this entry to ensure people are directed to the appropriate department for their operations. 16 ©DLRGROUP tl'Ra ' i`• } k' I !>. .: , 1'(1 II # III {, _ " t . ! !4 1 11 i !r81 1111 4!, Ii. 7G 1i1 7 I ,, t •w ' ! d .' i', !e ! 1 - I I 1rc5l4L' } 11' •1; ' 17 7' t l+ 7 1• I11. _';It V II 1 ll i I.; i T% ' ►; ySi !, fI 1Fl ' !! f 7t 1., i?dj' I ,,i1s le !Ikti 4'", 3 ! ill I I ty ' •: - I}i! i!''t i F d i#' ,i Iy ,,15-,LSI.Itt• ,! 7, - .#{ttl,tl I v 1 ,i I111 1,r1'ein .itii!' ' i' ' 4 i' —.''i ft d Ai, tii7---•-_. _{ _ IIJiI+ feys l'•tj;•i fhi.i $'j, ii RI I -_ •_ (`,"'" +.(i4'Su o °r :'r]''L( 1,° Iy y 1ir I,i• i ' t`: h'"1: 4`rlry I• I Vs+9:::- yMMi ; r'•1 t'4 !I1,{"_.'1• t "`' i{4}'X1 + I.., 'Is 1/r7: 4 yrfs 51 'py.: j' t lj f, I II I e t i is 1_ 1 rtr";.`i i .' • 1ji!i;i s• dl { .jy}-5, 'jli'il ,i , t , s _ rt ._'! : °x'y ,i: 3 `-} rr I , i 3g1, .•>; 4 I :' , 'i j _ I 1 I SSVV1L ,.. Additionally, DLR Group provided the design development drawings for a similar courthouse and government function building. These drawings provided current WA State energy code requirements, systems and zoning information, access patterns, building envelope requirements, and basic material information. The cost estimate is a conceptual level estimate based on overall project area, not a fully itemized estimate based on uniformat detail information specific to this project. However, the additional detail provided will allow a comprehensive understanding of what may be required. This estimate is also based on procurement of a GC/CM alternative delivery model common for courthouses. This methodology is different than the traditional design - bid - build methodology because it brings a contractor onto the project during design to act as a construction manager for the project. This assists in overall planning, evaluation of cost, and forward scheduling of the project. This is used for more complex projects such as courthouses. Though there are additional preliminary fees that are identified in the cost estimate, it is typically effective for cost protection throughout the project and ensures a capable contractor is procured for the project success. The cost estimate exclusions are provided at the bottom of the estimate and are important to consider in the planning of the bond measure. Because escalation rates are itemized based on starting the project in Quarter 2 of 2025 for construction, this can be factored should the project not be started at that time. 20 IODLRGROUP ESTIMATE OF PROBABLE PROJECT COST To complete a project, the County needs to account for more cost impacts than just the construction budget. These additional costs are considered "soft costs" and are typically proportionally based on the construction costs or "hard costs". This assessment provides a range of anticipated additional costs. It is not comprehensive of all costs associated with the project and they are provided on historical estimates not proposals or full review of costs required. It is common for the soft costs to add 30-40% more value than the hard costs and are consistent with this estimate provided.
