SPECIAL MEETING

Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith & Commissioner Laura Osiadacz.

CALL TO ORDER
Chairman Wright called the meeting to order.

Chairman Wright led the Pledge of Allegiance.
INTRODUCTION OF NEW COUNTY EMPLOYEES
Darren Higashiyama, Chief Deputy, introduced Dan Young, as the new Fire
Marshal.
PROCLAMATIONS
PROCLAMATION CLE ELUM-ROSLYN STATE CHAMPS GOLF TEAM COMMISSIONERS
Vice-Chairman Wachsmith moved to approve a Proclamation declaring July
11, 2023, as “Cle Elum-Roslyn High School Boys Golf Team State
Championship Day” in Kittitas County. Commissioner Osiadacz seconded.
Motion carried 3-0.

Vice-Chairman Wachsmith moved to approve the Agenda, as presented.

CONTRACT SECO BASIC SERVICE OPERATING SFY2024 COMMISSIONERS
Approve Contract Number E24-025 between the Washington State Military
Department and KITTCOM in the amount of $293,506.00, for State 911 Funds
from July 1, 2023, through August 15, 2024.
AGREEMENT DEPT OF SOCIAL & HEALTH SERVICES JUVENILE
Approve Consolidated Contract Number 2363-48781 between the State of
Washington Department of Social and Health Services, Juvenile Court
Services, Department of Children, Youth, and Families and Kittitas
County, beginning July 1, 2023, through June 30, 2025.
MYLARS SUNCADIA PH. 2 DIV. 7 BLOCK 2 PLAT CDS
Approve the Mylars granting Final approval for the Suncadia Ph. 2 Div. 7
Block 2 Plat (LPS-23-00002 & LP-22-00001), covering approximately 368.7
acres accessed via Swiftwater Drive.

AGREEMENT KITTITAS COUNTY HEALTH NETWORK PUBLIC HEALTH
Approve a Professional Services Agreement between Kittitas County and
Kittitas County Health Network, in an amount to not exceed $100,000.00,
from July 1, 2023, through June 30, 2023, to provide employ one or more
Community Health Workers to decrease barriers to accessing COVID-19
vaccination for Kittitas County Latinx and Spanish-speaking households.
RESOLUTION 2023-108 GRANT CO. PUD – VANTAGE BOAT LAUNCH PUBLIC WORKS
Approve Resolution No. 2023-108, Authorizing a “Land Use Cooperative
Agreement” with Grant County Public Unity District No. 2 for the Vantage
Boat Launch.
CALL FOR BIDS FAUST ROAD BRIDGE #88212 PUBLIC WORKS
Notice of Call for Bids for Faust Road Bridge #88212 Over Towne Ditch
Replacement Project, to be accepted and opened at 10:00 a.m. on Thursday
August 17, 2023, at the Kittitas County Public Works Department, 411
North Ruby Street, Suite 1, Ellensburg, WA and to authorize the Clerk to
publish said notice.
RESOLUTION 2023-109 VANTAGE HIGHWAY PAVING PUBLIC WORKS
Approve Resolution No. 2023-109, for the Vantage Highway Paving project
from MP 2.027 – MP 6.56, to remove 3” of asphalt, and then replace with
a new hot mixed asphalt wearing surface and install new roadway striping
and markings.
RESOLUTION 2023-110 CONCRETE SIDEWALK MAINTENANCE REPAIRS PUBLIC WORKS
Approve Resolution No. 2023-110, to Award the Contract for the 2023
Concrete Sidewalk Maintenance Repairs Project and to Authorize the
County Engineer to sign the Contract documents.
RESOLUTION 2023-111 STOCKYARD DEVELOPMENT GROUP, LLC PUBLIC WORKS
Approve Resolution No. 2023-111, Authorizing the Sale of Tax Parcel
11251 in the amount of $20,100.00 to Stockyard Development Group, LLC
and to Authorize the Director of Public Works to sign the Real Estate
documents.
RESOLUTION 2023-112 FAUST ROAD BRIDGE #88212 PUBLIC WORKS
Approve Resolution No. 2023-112, Authorizing the Chair’s Signature on
the Local Agency Federal Aid Project Prospectus Construction Phase for
the Faust Road Bridge #88212 Over the Town Ditch Replacement Project CRP
316-22.
