2023 AGENDA STAFF REPORT
AGENDA DATE: July 5, 2023
ACTION REQUESTED: Request to Approve a Resolution Authorizing the Sale of
Tax Parcel 11251 to Stockyard Development Group, LLC
in the amount of $20,100.00 and Authorize the Director of
Public Works to Execute said Documents.
BACKGROUND: Tax Parcel 11251 is property owned by Kittitas County
Department of Public Works (PW). The property is
unbuildable and is impacted by Whiskey Creek that
traverses a large portion of the property. A Public Hearing
was held on May 16, 2023, at 2:00 pm declaring said parcel
surplus to the county's needs and authorizing a sealed bid
process with the minimum bid amount to be $5,000.00.
Bids were due on June 8, 2023, at 3:00 pm at the Public
Works Office, at which time two bids were received.
Public Works is recommending the bid of Stockyard
Development Group, LLC in the amount of $20,100.00 be
accepted.
The required fifty -foot easement along the centerline of
Whiskey Creek for potential creek channel improvements
has been recorded with the Kittitas County Auditor and
drafting the necessary real estate documents is the final step
in closing out this transaction.
INTERACTION: Public Works.
RECOMMENDATION: Approve the Resolution Authorizing the Sale of Tax Parcel
11251 to Stockyard Development Group, LLC in the
amount of $20, 100.00 and Authorize the Director of Public
Works to Execute said Documents.
HANDLING: Return one original to Public Works.

AUTHORIZING THE SALE OF TAX PARCEL 11251 IN THE AMOUNT OF $20,100 TO
STOCKYARD DEVELOPMENT GROUP, LLC AND AUTHORIZING THE DIRECTOR
OF PUBLIC WORKS TO EXECUTE SAID REAL ESTATE DOCUMENTS
WHEREAS: The Board of County Commissioners did conduct a public hearing on May
16, 2023 receiving testimony on declaring Tax Parcel No. 11251 surplus to county
needs and setting a minimum value of said Parcel at $5,000.00; and
WHEREAS: Public Works did conduct a sealed bid solicitation for Tax Parcel 11251 with legal
notice published in the newspaper of record on May 25, 2023, and June 1, 2023;
and
WHEREAS: Sealed bids were due to Public Works on June 8, 2023, at 3:00 pm at which time
two responsive bids were received; and
WHEREAS: Public Works recommends the responsive bid from Stockyard Development
Group, LLC, in the amount of $20,100.00 be accepted for said parcel; and
WHEREAS: Public Works did execute a recorded a fifty -foot easement along the centerline of
Whiskey Creek supporting potential creek channel improvements; and
WHEREAS: Public Works desires drafting the necessary Real Estate Documents for the transfer
of Tax Parcel 11251 to Stockyard Development Group, LLC, and authorize the
Director of Public Works to execute said documents.
NOW, THEREFORE BE IT RESOLVED: The Board of County Commissioners, after due
consideration, does hereby authorize the sale of Tax Parcel No. 11251 to Stockyard Development,
Group, LLC, in the amount of $20,100.00 and authorize the Director of Public Works to execute
said documents.
