COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
AUDITORIUM
SPECIAL MEETING
TUESDAY 2:00 P.M. JUNE 20, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; and Commissioner Laura Osiadacz.
Others: Julie Kjorsvik, Clerk of the Board; Neil Caulkins, Chief
Civil Deputy Prosecutor; Mandy Buchholz, Office Administrator; Ben
Kokjer, Chief Deputy; Arden Thomas, Water Resource Program Manager;
and Mark Cook, Public Works/CDS Director.
PUBLIC HEARING DECLARE EQUIPMENT SURPLUS SHERIFF
At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider
declaring equipment surplus to Kittitas County.
BEN KOKJER, CHIEF DEPUTY, requested the Board’s support on a
Resolution which would declare certain equipment surplus to the
County and authorize the Sheriff to sell the listed property.
THERE BEING NO ONE IN ATTENDANCE REQUESTING TO TESTIFY, THE PUBLIC
PORTION OF THE HEARING WAS CLOSED.
RESOLUTION 2023-098 DECLARE EQUIPMENT SURPLUS SHERIFF
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-098, to
Declare Equipment Surplus to the County. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.
PUBLIC HEARING DECLARE EQUIPMENT SURPLUS AUDITOR
At 2:01 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider the
disposition of items deemed surplus to Kittitas County.
ZACK DeHAVEN, ACCOUNTANT II, reviewed a proposed Resolution which
would declare equipment surplus to the County and to authorize
removal from the County’s Assets.
THERE BEING NO ONE IN ATTENDANCE REQUESTING TO TESTIFY, THE PUBLIC
PORTION OF THE HEARING WAS CLOSED.
RESOLUTION 2023-099 DECLARE EQUIPMENT SURPLUS AUDITOR
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-099, to
Declare Equipment Surplus to the County. COMMISSIONER OSIADACZ
seconded. Motion carried 3-0.

PUBLIC HEARING PURCHASE OF REAL PROPERTY PUBLIC WORKS
At 2:02 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider the
purchase of real property.
ARDEN THOMAS, WATER RESOURCE MANAGER, reviewed a Staff Report and
explained they have secured funding from the Washington State
Recreation and Conservation office for the acquisition of land to be
managed by the Flood Control Zone District as Open Space for flood
hazard reduction, fish and wildlife enhancement, and passive
recreational uses.
THERE BEING NO ONE IN ATTENDANCE REQUESTING TO TESTIFY, THE PUBLIC
PORTION OF THE HEARING WAS CLOSED.
RESOLUTION 2023-100 PURCHAE OF REAL PROPERTY PUBLIC WORKS
VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-100,
Ratifying the Purchase and Sale Agreement and to Authorize the
Chairman to Sign on the Closing Documents for Parcel 908933.
COMMISSIONER OSIADACZ seconded. Motion carried 3-0.
