SPECIAL MEETING
TUESDAY 9:00 A.M. JUNE 20, 2023
Board members present: Chairman Cory Wright; Vice-Chairman Brett
Wachsmith; Commissioner, Laura Osiadacz.
Others: Mandy Buchholz, Office Administrator; Mike Hougardy,
Assessor; Mark Cook, Public Works/CDS Director; Neil Caulkins, Chief
Civil Deputy Prosecutor.
SPECIAL MEETING BOE DISCUSSION COMMISSIONERS
At 3:00 p.m. Chairman Wright opened a Special Meeting to discuss
options for the Board of Equalization (BoE) moving forward.
The Board, Assessor Hougardy, Director Cook and Chief Deputy
Prosecutor Caulkins discussed options for the Board to consider
regarding engaging a Hearings Examiner in the BoE process, and what
that would look like integrated into Kittitas County’s BoE process.
They discussed BoE member recruitment and how the pay rate is
established and evaluated. They discussed producing a statement of
qualifications (SoQ) to solicit for a Hearings Examiner.
The Board directed Director Cook and Assessor Hougardy to discuss a
(SoQ) and regroup with the Board. Director Cook was also encouraged
to figure out what drives the rate of pay for the BoE members.
Meeting adjourned at 3:41 p.m.
