2023-06-12 MINUTES 1

KITTITAS COUNTY
AIRPORT STUDY SESSION MINUTES
BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG
Regular Meeting

MONDAY 11:00 AM June 12, 2023
Board members present: Chair Cory Wright, Vice Chair Laura Osiadacz

Others: JUB Consultant Ben Hoppe, JUB Economist Olivia, Terry LaRue, Director Brian
Carlsen
Citizens Comments: No comments
Request to determine the best path to use to upgrade the Instrument Approach Procedure
Director Ohl updated the Commissioners on the Instrument Approach Procedure and
recommended the airport go with the FAA to build the new Instrument Approach Procedure
because it would be free, and it would be done by 2025. Both Commissioners agreed with this
proposal and the airport will be moving forward with a new procedure.
Request to approve the Scope of Work and Fees for the Bowers Field Business Park
Feasibility Study
Director Ohl and JUB consultants briefed the commissioners on starting work for the Business
Park and the plan that will be executed. JUB Economist Olivia explained the process of what she
will be doing which will be looking into Data analysis on what the community needs, what assets
are on the airfield, and what would be the most practical for the business park. JUB outlined that
the cost would be over $230,000 but could be funded with a CURB Grant with a 20% match.
After some questions on funding were answered, the Commissioners agreed to go ahead with the
grant and the 20% match.
OTHER BUSINESS
Airport Storage: Director Ohl asked the Commissioners if Airport Storage could lease
UHAULS old lot. They would use the space as a place to store RV’s and build a privacy fence
around the leased lot. Since Precision Ag is right behind that lot, the commissioners agreed to
move forward on the Airport Storage lease.
Budget: Director Ohl requested $300,000 in subsidies for the airport to operate for the rest of the
year. The request was approved and to work with Director Carlsen to get that money into the
airport account. As well, Director Ohl updated the Commissioners that the airport was awarded
another grant for the upcoming construction and that the airport is still waiting on WASHDOT
Aviation to get back to us regarding another grant.
